On 10/18/2025 at around 0050 hours, while working an off-duty assignment outside of the business located at 2411 Skidaway Rd., I, OFC J. Strobert, observed a verbal altercation ensue between two blacks males. As I exited my vehicle and approach the two males, the verbal altercation began to escalate. As I attempted to step in between both parties, one of the male subjects, later identified as David Evans, started to speak aggressively towards the female that was standing nearby.

After observing that Mr. Evans was highly intoxicated, I began to push him towards the public street, to separate the two parties. At the point of separation, Mr. Evans proceeded to launch forward, throwing a right headed punch at the female party; which ultimately connected with the left side of her face. At that point of attack, the other male party, later identified as [WITNESS #1], and the female (later identify as [VICTIM #1]) began to fight Mr. Evans as I was in between them attempting to restrain him.

During the altercation, other employees from the business came out to assist with separation of the parties. Doing this process, as I tried to safely detain Mr. Evans, he begin to attempt to throw punches at me. Nevertheless, with the assistance of the security team of the business, they were able assisted me with safely placing him in the back of a patrol vehicle, as he was very aggressive and disorderly, during the time of detainment.

As Mr. Evans was finally placed safely in the back of a patrol vehicle with double locked handcuffs, I was able to step away and speak with Mr. [WITNESS #1]. According to Mr. [WITNESS #1], he is the head of the security inside of Rack ‘Em Up Bar and Grill. He reported that was notified by persons within the establishment that Mr. Evans was inappropriately, touching on female patrons. As he and his security team approached him, Mr. Evans became very disorderly and irate.

At that point, the security team begin to push him out of the business; where the physical incident took place. When asked about the female that was involved, Mr. [WITNESS #1] advised that her name was [VICTIM #1] and that she was the mother of his daughter. He continued in reporting that Ms. [VICTIM #1] was not initially in the situation; she just happened to be standing outside when Mr. Evans started to verbally attack her. Once Mr. Evans was noted to have hit her, Mr. [WITNESS #1] asserted that was when he jumped in to defend her.

After responding officers arrived on site and assisted with transferring Mr. Evans from one vehicle to another, he continued to obstruct officers from doing so, with his continued belligerent behavior. After EMS arrived on scene, Mr. Evans declined services, as his highly drunken and aggressive state was still on going; limiting EMS access to assist him.

Under OCGA GA code, Mr. David Evans was arrested and formally charged with 16-11-39 Disorderly conduct, 16-11-41 Public drunkenness, 16-10-24 Obstruction, and 16-11-32 Affray. Mr. Evans was later transported to the Chatham County Detention Center (by an assisting unit) without incident.
