On Saturday, January 24, 2026, at approximately 19:58 hours, I responded to a report regarding an unidentified Black male, dressed in a tan jacket and white pants, engaging in indecent behavior at the playground located at the intersection of East 41st Street and Atlantic Street.

Upon my arrival, I was attired in my department-issued Class C uniform, which prominently displayed my badge from the Savannah Police Department on the left side of my chest, in addition to a cap bearing the department’s insignia.

I conducted a canvass of the area that matched the reported description in my fully marked department-issued vehicle as I proceeded eastward. I observed the subject, later identified as Mr. David Scofield, sitting on a bench within the playground, facing south. As I directed my vehicle’s lights toward Mr. Scofield, he began to move his arms as though concealing something in the area of his abdomen.

I approached Mr. Scofield and noted that his right hand was covered in a substantial amount of saliva, which he told me he just licked on his hand. I then detained him and conducted a pat-down to ensure he did not possess any weapons. During this search, I identified what I recognized, based on my training and experience, as a drug-related object in his front left pocket. As I escorted him to my cruiser, I discovered one pipe in his front left pocket and an additional pipe in his right rear pocket. Furthermore, I observed significant saliva on his genital area, attributed to his pants being positioned low on his thighs. He was subsequently placed in the rear of the cruiser.

I spoke with the reporting party, Mr. [WITNESS #1], who informed me that he was walking his dog southbound when he noticed Mr. Scofield engaging in lewd activity to the east. Mr. [WITNESS #1] began recording the incident to document what he witnessed. Upon reviewing the footage, it clearly depicted Mr. Scofield mast*rbating in a public park, fully visible to passersby.

I sent a community request link to Mr. [WITNESS #1], who subsequently provided the video for upload to evidence.com.

Mr. Scofield was placed under arrest for violations of OCGA 16-13-32.2 concerning possession of a drug-related object due to the crack pipes found in his possession, and OCGA 16-6-8 related to public indecency because of the lewd exposure of his sexual organs. He was then transported to the Chatham County Detention Center for booking.
