On March 6th, 2026, I was on uniformed patrol in my marked patrol unit when I was dispatched to [50 BLOCK] Eagle St, for an Intoxicated Subject. I arrived on scene at approximately 2105 hours and met with our reporting party, Mr. [VICTIM #1] and our suspect, Mr. David Scott.

Mr [VICTIM #1] stated that he and his friend, Mr. Scott had been playing cards outside when the incident occurred. Mr. [VICTIM #1] stated that he called the police because his friend, Mr. Scott, had a diagnosed mental condition (schizophrenia) and Mr. [VICTIM #1] believed he was drunk and becoming aggressive. Mr. [VICTIM #1] stated that the two got into a verbal altercation, and Mr. Scott swiped at his face, hitting his sunglasses off. Mr. [VICTIM #1] stated that he swatted back at Mr. Scott before the two sat back down in their chairs. No further physical incident occurred.

While I spoke to Mr. [VICTIM #1], Mr. Scott sat quietly in his chair, refusing to speak. Mr. Scott had several open containers (open beer cans) around his person. I attempted to ask Mr. Scott his side of the story, to witch he did not answer. He continued to rock back and forth, while staring at the ground, occasionally uttering and making noises I could not understand.

I asked for identification from all parties, Mr. [VICTIM #1] was willing to provide his; However, Mr. Scott would not. He continued to sit quiet and refused to comply after I asked him repeated times. I asked Mr. Scott where he lived, encouraging that we may be able to get him an Uber home, he refused again to answer and raised the back side of his middle finger at me.

Mr. [VICTIM #1] also encouraged Mr. Scott to provide his identification and cooperate, reiterating that he did not want him to go to jail. Mr. Scott refused to speak to Mr. [VICTIM #1] as well. At that time I detained Mr. Scott, to which I smelled a large odor of alcohol on his breath. I arrested Mr. Scott for Disorderly Conduct and Public Drunkenness.

While conducting my search incident to arrest, I found a small bag of Marijuana, which I later confirmed and weighed at the property room. The amount totaled at a weight of 4.1 GM.

Taking Mr. Scotts potential condition into account, I transported him to Memorial Hospital, where he was seen by a physician. Mr. Scott was cleared by the physician, I then transported him to CCDC where he was booked without incident.
