Officer’s Narrative:

On December 24th, 2025, at 21:35 hours, officers were dispatched to [4000 BLOCK] Kessler Avenue, Apt [REDACTED], in reference to a domestic disturbance.

The complainant, [VICTIM #1], advised she was choked.

Officers arrived on scene and observed a man, matching the suspect description walking away from the area of apartment [REDACTED], carrying a bag of trash. The man was identified as Delano Samuels. While officers spoke with Samuels, I made contact with the [VICTIM #1] at apartment [REDACTED].

[VICTIM #1] spoke Spanish, so I used Google Translate. [VICTIM #1] advised that Samuel grabbed her by force and wanted to throw her to the street and that it wasn’t the first time Samuel “attacked” her. [VICTIM #1] kept pointing to her neck and using her hand to show that Samuel choked her while trying to use Google Translate to explain to officers.

[VICTIM #1] advised, using Google Translate that her and Samuel had a disagreement about something she doesn’t agree with and he became aggressive with her and “attacked” her in the kitchen and “pulled” her telling her to leave the house. [VICTIM #1] stated Samuels let her go outside when she started “asking for help”.

When [VICTIM #1] was asked where it happened, she pointed to the kitchen and then to the front door.

When I asked [VICTIM #1], using Google Translate, if Samuel grabbed her by the neck while she was outside, or if he was on top of her, or standing in front of her. [VICTIM #1] moved near the front door and gestured that she was on the ground and Samuel was standing above her, while they were inside the house, near the left side of the front door.

[VICTIM #1] further gestured, while grabbing her neck, they were in the kitchen, then walked to the front door and held two hands up against the front door, to explain he strangled her while she was against the front door. She then gestured as if she was thrown to the ground, near the left side of the front door, and held one hand downward to show that Samuel was standing above her, strangling her, while she was on the ground. [VICTIM #1] then opened the front door and gestured that she was pushed out the front door. [VICTIM #1] advised, using Google translate, she hit her knee on the door frame while Samuel was pushing her out the front door.

[VICTIM #1] advised, using Google Translate, that when her and Samuels argue, he gets very aggressive and will threaten to get his gun. [VICTIM #1] stated Samuels did not get his gun during the incident tonight, but whenever they have a “problem”, Samuel will say “do you want me to get my gun?”.

[VICTIM #1] stated, using Google Translate, she is “living in fear”. [VICTIM #1] stated Samuel “mistreats” her “all the time”, when she doesn’t do what he wants.

[VICTIM #1] advised, using Google Translate, that her and Samuels are not married, but they have been in a relationship for almost one year and that they live in the apartment together.

[VICTIM #1] shook her head left and right, when asked if she put her hands on Samuels.

I observed scratches on the right and left side of [VICTIM #1]’s neck. As well as in the middle of her chest, just underneath the collar of her shirt. [VICTIM #1]’s eyes were also bloodshot, which she advised, using Google Translate, was from working in front of a computer all day. [VICTIM #1] also had a red mark on the upper part of her left knee.

[VICTIM #1] was asked questions from the strangulation questionnaire, using Google Translate;

1. Did the suspect put his/her hand’s/object around your neck?
A. [VICTIM #1] gestured her hand, during the entirety of her statement.
2. If so, describe method, one or two hands? Forearm? Object?
A. One hand.
3. How much pressure was used? 1 to 10?
A. 7.
4. What did the suspect say while he/she was strangling you?
A. [VICTIM #1] translated “Yes, it was when he told me If he wanted me to use his gun, to leave the house”.
5. Were you shaken simultaneously while being strangled?
A. No.
6. How long did the suspect strangle you?
A. [VICTIM #1] first stated he “grabbed” her for a “long time”. When asked a second time [VICTIM #1] advised “40 seconds”.
7. How many times were you strangled?
A. Once.
8. Did you black out? Any light headedness?
A. [VICTIM #1] shook her head left to right.
9. Any difficulty breathing? Any complaint of a hoarse or raspy voice?
A. Yes. “a little”.
10. Any complaint of pain in the throat, coughing or trouble swallowing?
A. [VICTIM #1] advised her knee and part of her face hurts. When [VICTIM #1] was asked what part of her face hurt, she moved her fingers up and down her jaw on the right side of her face. [VICTIM #1] was this question again, which she advised “it hurts, then he let me go when he really saw that he was squeezing me.”
11. Did you vomit, urinate, or defecate as a result of being strangled?
A. No.
12. Have you changed clothes?
A. [VICTIM #1] advised she changed her shirt. [VICTIM #1] took officers to her bedroom and showed them a black long sleeve shirt. [VICTIM #1] did not advise why she changed her shirt, but kept pulling down on the collar of the shirt she was currently wearing.
13. Any prior incidents of Strangulation?
A. Yes. “One to two”.

I spoke with Samuels, who advised that earlier in the day, while [VICTIM #1] was at work, she got upset at him and wanted to cancel their trip to Atlanta tomorrow. Samuels stated he was at his storage unit working on his truck, when [VICTIM #1] texted him asking to go eat. Samuels advised [VICTIM #1] was arguing with him about stuff from their past. Samuels stated when they returned home, they continued to argue. Samuels stated that [VICTIM #1] kept “provoking him”, so he tried to leave.

Samuels stated when he tried to leave [VICTIM #1] followed him asking him where he was going and to telling him come back. Samuels stated when he got into his car [VICTIM #1] came up to the door and opened it. Samuels stated he told [VICTIM #1] to leave him alone, but [VICTIM #1] kept “nagging” him. Samuels advised he pushed [VICTIM #1]’s hand off the door and told her to get back and tried to close the door.

Samuels stated [VICTIM #1] “hopped” in the back of the car and they went to the store together and [VICTIM #1] kept “nagging the whole time”.

Samuels stated when they returned to the house, he sat on the couch, while [VICTIM #1] kept nagging him. Samuels advised he then went to the room, while [VICTIM #1] followed him and kept “nagging”. Samuels stated he went back out to the living room and [VICTIM #1] followed him and “got all close nagging”, so he went to kitchen and she kept “nagging”. Samuels stated he then thought [VICTIM #1] “had to go”, so he grabbed her by the shirt and tried to get her out of the house. Samuels advised he did not punch her, he just “yanked her” to get her out. Samuels stated [VICTIM #1] was “resisting to get out”. Samuels further advised when they got to the door [VICTIM #1] held onto the door and that was when he “was like yeah I’m done” and [VICTIM #1] was “yelling and making a scene”.

Samuels advised “which I know that was wrong to do, yeah, I know, but I didn’t punch her or nothing”. “I didn’t strangle her”

Samuels was then placed in hand restraints, that were checked for fit and double locked. Samuels was seated in the transport compartment of my patrol vehicle, with his seat belt secured at 22:17 hours.

I did not observe any injuries on Samuel.

[VICTIM #1] was given a victims pamphlet with the case number and information on how to receive the report in 3-5 business days. [VICTIM #1] was made aware of the different remedies and services available to her, as well as where she can find the contact information within the victims’ pamphlet. [VICTIM #1] refused to be treated by EMS. Photographs of [VICTIM #1]’s visible injuries are attached to this report. [VICTIM #1] advised she did change her top prior to officers arrival and the top she was wearing during the incident was also photographed.

Samuels was transported to the Chatham County Detention Center (CCDC) at 22:27 hours. Samuels was declined medical clarence at CCDC due to the nature of his charges. Samuels was transported to Memorial hospital at 23:13 hours. Samuels was medically cleared from Memorial and transported back to CCDC at 00:15 hours. Samuels was released into the custody of CCDC at 00:57 hours.

A victims notification release form was filled out and submitted to the booking sergeant at CCDC.

Samuels was charged with Aggravated Assault-Strangulation and Simple Battery-Family Violence. Samuel was not given and bond and will need to be arraigned.
