On Monday, December 15, 2025, at approximately 0008 hours, I responded to a domestic violence call at [100 BLOCK] Derrick Inn Road, Savannah, Georgia, located in the unincorporated area of Chatham County.
Upon arrival, I made contact with the suspect, later identified as Dennis Elmo Ruth. Dennis stated he was inside the residence relaxing in the bedroom when his wife, later identified as [VICTIM #1], entered the home and initiated a verbal dispute regarding his alleged communications with other women. Dennis stated [VICTIM #1] became verbally aggressive and stood very close to him but claimed the incident did not become physical. Dennis further advised that he and [VICTIM #1] are considering divorce due to ongoing marital issues and his suspicion that she is involved in an extramarital relationship. Dennis stated he locked himself inside the bedroom to prevent the situation from escalating.
Cpl Howard made contact with [VICTIM #1], whose statement was consistent with the original call notes. [VICTIM #1] reported that Dennis physically assaulted her by throwing her to the floor and choking her. Cpl Howard observed visible injuries on [VICTIM #1], including redness and marks consistent with strangulation around her neck and swelling to one eye. These injuries were photographed, documented, and uploaded to Axon Capture.
Based on the victim’s statement, observed injuries, and totality of the circumstances, I placed Dennis Elmo Ruth under arrest for Aggravated Assault (DVA). Dennis was handcuffed, the handcuffs were checked for proper fit and double-locked. A search incident to arrest was conducted, and Dennis was secured with a seatbelt in my patrol vehicle.
Cpl Howard completed the Domestic Violence Lethality Assessment and uploaded it to Axon Capture.
I transported Dennis to the Chatham County Detention Center, where custody was transferred to detention personnel without incident.
