On 10/22/2025 at approximately 1620 hours, I, Officer Kelly, was dispatched to [3300 BLOCK] Cedar St in reference to a domestic disturbance involving a weapon. Dispatch advised that the reporting party, identified as [VICTIM #1], stated her husband, identified as Dewayne Arnold, had grabbed her by the hair and held a knife near her throat.
Upon arrival, I was advised by backup officers already on scene that they had detained Dewayne Arnold without incident. Officers further advised they had observed Dewayne within arm’s reach of a steak knife with a black handle. The knife was resting on a dinner plate located on the couple’s bed inside their shared bedroom.
I contacted the reporting party, [VICTIM #1], who appeared visibly upset. [VICTIM #1] advised that earlier in the day, she and Dewayne had engaged in a verbal argument stemming from a prior agreement that Dewayne would take her to Pooler, Georgia, to go antiquing. [VICTIM #1] stated she had waited until approximately 1500 hours for Dewayne to take her, but he became angry and told her, “I’m not taking you, it’s too late in the day.”
[VICTIM #1] advised she had been consuming an alcoholic beverage while waiting, believing Dewayne would still take her as planned. She stated that during the argument, she told Dewayne that if he was not going to take her, he should at least call his daughter because the daughter had recently expressed suicidal thoughts. [VICTIM #1] reported that Dewayne became further agitated, grabbed her by the back of her head by her hair while he sat on the left side of the bed, and forcibly dragged her off the right side of the bed to the floor. She stated Dewayne then held her down by her hair and waved a knife near her face while stating, “I will kill you.”
[VICTIM #1] advised she began screaming for help and yelled that she was going to call the police. She reported that Dewayne then released her, at which point she exited the bedroom and went to the kitchen to call 911. [VICTIM #1] stated Dewayne followed her and interfered with the call by hanging up the phone. Dispatch later advised they were able to reconnect with the caller and could hear both a male and female voice arguing in the background.
During my investigation, I observed red marks consistent with finger impressions on [VICTIM #1]’s right bicep. I also observed red splatter marks on the white duvet covering the couple’s bed, consistent in color and texture with ketchup. On the bed, I observed a plate containing sausages, chips, and ketchup. A steak knife with a black handle was balancing on the edge of the plate. The scene was photographed, including the red marks on [VICTIM #1]’s arm and the splatter marks on the duvet. A domestic violence detective and a patrol supervisor were notified and responded to the scene. Detectives conducted an interview with Dewayne Arnold while he was detained in the rear of a marked patrol vehicle.
Based on the totality of circumstances, physical evidence, and witness statements, probable cause existed to charge Dewayne Arnold with Aggravated Assault (DVA), Battery (DVA), and Interference with a 911 Call. Dewayne was transported and booked by backup officers.
