On (09/17/2025), Ofc. W. Fitzpatrick [64272] and I, Cpl. B. Wilber [65491] were operating as a two-officer unit with SPD’s Community Response Team (CRT) assigned to the Violent Crimes Task Force. Officers were sharing a marked police vehicle with Ofc. Fitzpatrick operating as the driver and Cpl. Wilber the passenger. Both officers were wearing police uniforms with badges displayed. The events described in this report occurred within the City of Savannah, within the jurisdiction of Chatham County, Georgia.

This incident occurred around 1550hrs, as school was letting out of session.

While driving Westbound on Wheaton St. passing Bee Rd. Ofc. Fitzpatrick and I stopped a black male riding a bicycle on the sidewalk against the flow of traffic. This man was identified as Donald Brown.

Mr. Brown was immediately disorderly with officers and provided his name and date of birth upon request. I found that he is on felony probation on the original charge of aggravated sodomy against a minor 10 years of age or under. He was informed of the bicycle laws and released with a verbal warning. Upon riding his bicycle away, Mr. Brown was yelling and cursing at officers.

Ofc. Fitzpatrick and I continued to drive Westbound toward our original destination when we were stuck in traffic due to Andrea B. Williams Elementary School (1150 Wheaton St.) getting out of session for the day. Officers saw Mr. Brown approaching in our rear-view mirror and attempted to prevent any further confrontation by passing vehicles and turning onto E. Gwinnett St.

Mr. Brown followed officers, continuing to ride his bicycle on the wrong side of the roadway while yelling profanity extremely loudly so that it could be heard from approximately half of a block away while my windows were rolled up. Some of the profanity yelled by Mr. Brown included “F*ck you!” and “F*ck a*s n*ggas!”

During this incident, there were countless elementary aged children on E. Gwinnett St and the adjacent sidewalks of Wheaton St. Crossing guards were present and escorting children across the roadway, approximately 25-50ft from where Mr. Brown was screaming at officers.

Due to Mr. Brown acting in such a disorderly manner around numerous young children, Ofc. Fitzpatrick and I re-engaged with him, placing him under arrest for disorderly conduct and riding his bicycle on the wrong side of the roadway.

I attempted to secure Mr. Brown’s bicycle to a nearby telephone pole, as it had a cable-style lock affixed to the frame with a numbered code. I asked Mr. Brown numerous times for the code to his bicycle lock so that it could be secured, but he yelled curse words and that he doesn’t care about the bicycle. Ofc. Fitzpatrick tried again to have Mr. Brown provide the bicycle lock code, but instead he faced Ofc. Fitzpatrick’s BWC camera and said “I don’t care about the bike, I said it on camera.”

Mr Brown was transported and booked into CCDC on the following charges:
[O.C.G.A 16-11-41] – Disorderly Conduct
[O.C.G.A 40-6-294] – Bicycle Rules of the Road

Mr. Brown’s probation officer was notified.
Sgt. Mowers was notified.
