On Sunday (11/9/2025) at approximately 0300 hours, I was on foot patrol near Ellis Square when I observed a subject (Dwayne Ellision) walk into an alley behind 125 West Congress Street, expose his p*nis & urinate onto a cardboard box. I was in full department issued class C dress uniform, with my badge clearly displayed.

I stood behind Ellison and watch him urinate with his p*nis until he was finished. Ellison turned around and I announced myself as a police officer & requested his ID. I observed Ellison had trouble speaking, standing, had blood shot eyes, and reeked heavily of alcoholic beverage.

Ellison raised his hands up and I observed his wallet was in his right front pocket. I asked Ellision if I could get his ID from his wallet to which he advised I could. I retrieved Ellison’s ID, to which he advised me that he did not want to lie and that he had warrants for his arrest.

I placed Ellison under arrest for the following:

Public Drunkenness/////////////////////////OCGA 16-11-41.
Public Indecency///////////////////////////OCGA 15-6-8.

I searched Ellison incident to arrest and located 2 colorful pills in his front pants pocket. I observed these pills; through my knowledge, training, & experience, to be ecstasy pills. OFC Epperson administered a presumptive field test on the pills for the presence of methamphetamine, to which he received a positive hit.

I added the following additional charge for Ellison:

Possession of Methamphetamine//////OCGA 16-13-30.

A run of Ellison’s information through NCIC/GCIC returned the following warrant hit out of Ludowici:

Probation Violation//////////////////////Warrant # 15LC40584.

I confirmed the above warrant via records, but Ludowici advised they would not place a hold at the time of this arrest.

I transported Ellison to CCDC without incident.
