On November 8, 2025, at approximately 1153 hours, I was dispatched to 2426 Abercorn Street (The White Magnolia Bridal Shop) in reference to a male subject acting disorderly and committing acts of public indecency.

Upon arrival, I made contact with a male subject later identified as Edward Blount. Mr. Blount was not wearing a shirt, had on sweatpants, and was barefoot. His clothing and feet were covered in dirt. Mr. Blount was speaking incoherently, making odd statements, and claimed to be a soldier while speaking in what appeared to be Chinese.

I observed a potted plant that had been knocked over in front of the business. Several women were inside the store and appeared visibly frightened, unwilling to exit until the situation was under control.

As Officer Gorden attempted to engage Mr. Blount to gain his attention, I approached and placed him in handcuffs. Mr. Blount was initially resistant to entering the back seat of my patrol vehicle but ultimately complied without the need for physical assistance.

Once secured, he began yelling obscenities and insults toward officers. Mr. Blount also made repeated threats toward Officer Schaff, stating he would “bust his head wide open.”

After Mr. Blount was detained, I spoke with the group of women who exited the business. [WITNESS #1] stated that she observed Mr. Blount standing in front of the store, throwing his shoes into the street, pushing over the potted plant, and acting in a disorderly manner. She further advised that he was mast*rbating in front of them and rubbing dirt from the plant over his chest.

I also made contact with [WITNESS #2], an employee of the business, who stated she was hosting a group of approximately seven women at the time of the incident. She reported that Mr. Blount was exposing his genitals, making lewd hand gestures, and had knocked over the potted plant outside the business. Ms. [WITNESS #2] advised she wished to press charges against Mr. Blount.

Mr. Blount was placed under arrest and charged with the following offenses:
Public Indecency (OCGA 16-6-8)
Criminal Trespass (OCGA 16-7-21)
Terroristic Threats (OCGA 16-11-37)
