On September 6th, 2026, at 0345 hours, I responded to a domestic at [600 BLOCK] W Gwinnett.

When I arrived on scene, I made contact with the victim, Ms. [VICTIM #1]. She advised me that her baby daddy took off as we arrived from Kayton homes to Frazier homes. She informed me that she had his location tracked on his phone. I called out to officers, where his location was and they detained the suspect Mr. Elijah Manigo.

Ms. [VICTIM #1] explained that this started in her bedroom with Mr. Manigo coming home and wanting to have sex with her. Ms. [VICTIM #1] rejected his advances, and she said he got very angry at her for it. Since they have a history of domestic violence in the home, she knew that he was going to get violent at that moment. Ms. [VICTIM #1] explained that he started to choke her with both hands. She said she could not breathe but did not lose consciousness. She said the choking lasted about 6 seconds and was extremely painful.

Ms. [VICTIM #1] then said she had to kick him off her to get the choking to stop. She ran out of the home since she did not want the children to see what’s going on. She said her children were asleep for the whole incident and did not witness anything. She said that Mr. Manigo followed her out to the parking lot of the church across Gwinnett St. Outside he grabbed her by the hair and punched her in the face with a closed fist once. She then said they went back over to the front of their apartment building when the attack stopped since officers arrived on scene.

I observed a red mark on Ms. [VICTIM #1] neck, that appeared like it came from the choking. I also observed a bruise on her face. I provided Ms. [VICTIM #1] with a CRN and explained the process of obtaining the report and following through with a protection order.

Supervisor was called out for the incident since it was a possible Aggravated Assault. A detective was called and confirmed they wanted to interview Ms. [VICTIM #1] and Mr. Manigo.

I escorted Ms. [VICTIM #1] to Northwest precinct.

Since this incident occurred at the end of the shift Delta watch did the transport for Mr. Manigo to jail after his interview with the detective.
