On 12/4/2025 at approximately 2216 hours I was dispatched to [1600 BLOCK] Dean Forest Road Lot [REDACTED] (more commonly known as Nassau Woods Mobile Home Park) in reference to a hit and run that just occurred. While en route, the complainant stated he heard gun shots nearby, see CRN 251204037.
Upon arriving on scene, I observed a grey in color Ford Explorer bearing SC tag [REDACTED], with a small dent in the rear of the vehicle underneath the trunk hatch. I also observed multiple clear plastic pieces/chips, similar to that of a vehicle headlight housing, on the ground near the area of impact. I made contact with the victim/car owner, Ms. [VICTIM #1]. Ms. [VICTIM #1]’s son was also outside and he provided camera footage of this incident. The camera footage provided shows a black in color sedan driving towards the “[REDACTED]” trailers in the mobile home park at approximately 2210 hours.
Ms. [VICTIM #1]’s son stated they heard a loud noise come from their driveway and stepped out on their front porch and observed a black in color sedan driving away from the “[REDACTED]” trailers. This is when they noticed the dent in the rear of their vehicle that was currently parked in the driveway. Shortly after, they witnessed the same vehicle, now with damage near the headlight, begin heading past their house and towards the “[REDACTED]” trailers. It is to be noted that after passing the “[REDACTED]” trailers, the mobile home park dead ends with the “[REDACTED]” trailers. They stated the vehicle did not pass their house a 3rd time, meaning the vehicle was still somewhere near the “[REDACTED]” buildings.
Officers canvassed the area and located a black in color sedan with a shattered driver’s side headlight parked outside the residence of [REDACTED]. Officers knocked on the door and a male exited the residence stating the vehicle in question belongs to him.
After collecting the rest of the victims information, I began speaking with Mr. Eluin Mayorga, who was now detained in handcuffs, using OFC Green as a translator. It is to be noted Mr. Mayorga’s eyes were bloodshot red and glossy. Mr. Mayorga also had a strong odor of an alcoholic beverage coming from his person. Mr. Mayorga was read his Miranda Rights to which he verbally stated he would answer questions.
Mr. Mayorga stated he had 3 tequila shots approximately 2 hours ago. Mr. Mayorga states he arrived home at approximately 2208 hours and has not consumed any alcoholic beverages after arriving home. Mr. Mayorga was asked on a scale of 1 through 10, 1 being sober and 10 being the most intoxicated he has ever been, where would he place himself. Mr. Mayorga answered 6. Mr. Mayorga then consented to a Preliminary Breath Test Sample. The sample provided indicated positive for the presence of alcohol. Sample Results: 0.163.
Mr. Mayorga was then placed under arrest for DUI-Less Safe-Alcohol and Hit and Run; Duty of driver to stop at or return to scene of an accident. Mr. Mayorga was then read Georgia’s Implied Consent Notice for Suspects Age 21 or Over for the state administered blood test to which he verbally stated yes.
Mr. Mayorga was then transported to the Chatham County Detention Center where we were met by Chatham County EMS Personnel [REDACTED] for a blood draw.

The state blood test was completed without incident and has been submitted to GBI for testing. Mr. Mayorga was given a bond of $6,000.00 and a court date of February 25th 2026 at 1300 hours.
