On 10/22/2025 at approximately 0733 hours, I responded to [500 BLOCK] Selma St for a report of a black male in black shorts mast*rbating in public.

Once on scene, I observed a male, later identified as Mr. Elliott Richardson in the vicinity. Mr. Richardson was wearing black shorts, a dark green jacket, and a baseball hat, walking with a bicycle. As I approached Mr. Richardson, he turned, and started to get on the bicycle. I called out for Mr. Richardson to come over to me and he started to ride away. I yelled “stop, police” and he continued to ride away. I attempted to make abundantly clear that I was stopping Mr. Richardson and yelled “you in the green jacket, stop” which was disregarded by Mr. Richardson.

I engaged in a foot pursuit west on Cohen St, airing the suspect description and direction of travel for other responding units. I also continued to yell commands to stop, loud enough that bystanders were alerted to the foot pursuit and attempted to alert a nearby BOE officer to assist.

As Mr. Richardson approached W Boundary St, I saw Cpl Byrd responding with lights and siren activated, and talked him onto Mr. Richardson. Mr. Richardson continued to attempt to evade Cpl Byrd, who was able to catch up and pull him off the bicycle. Mr. Richardson asked why he was being placed in handcuffs and I told him because he ran and everything else will be explained shortly. Mr. Richardson said that he thought I was the school police (BOE) and that’s why he did not stop. I assisted Cpl Byrd to handcuff Mr. Richardson and he was placed in the back of Ofc. Hall’s police vehicle.

I then called the complaint, Ms. [WITNESS #1]. Ms. [WITNESS #1] advised that she saw a male in black shorts near [500 BLOCK] Selma St mast*rbating, and felt the need to report it because it was in close proximity to a school with an active drop off line. She advised that Mr. Richardson was on the side of the building that faced the school, and he was facing towards the school while mast*rbating. She also advised that he had his p*nis out of his pants and that she saw it. I asked for a more detailed clothing description and she said he was wearing a dark top and she thinks he had a hat on.

I then read Mr. Richardson his Miranda Rights and he said he understood them and was willing to talk. I asked Mr. Richardson why he ran and he said that he did not know we were trying to stop him and he thought we were school security. I asked if he heard my announce as police and tell him to stop and he said he did not because he was wearing headphones. I asked Mr. Richardson if he had saw the lights of Cpl Byrd’s vehicle and saw him turn around to catch him, and he said he did but was still unaware we were stopping him.

I then asked Mr. Richardson if he knew why we were called, and he said no. I told him someone said they saw him with his p*nis out, and he said he was minding his own business and “took a p*ss.” He denied mast*rbating in public.

During the search incident to arrest, an open container of alcohol was found in Mr. Richardson’s possession. There was also an envelope with notes about several females written on it. Mr. Richardson would not advise of their names, but said there are five women and all are around his age.

Ofc Hall transported Mr. Richardson to CCDC, where during the search at the jail, a condom that Mr. Richardson had mast*rbated into was located by deputies, still on his p*nis.

I logged Mr. Richardson’s bicycle into the property room for safekeeping after verifying it has not been reported stolen.

A supervisor responded to the scene.
