On 03/06/2026 at approximately 2340 hours, I was conducting uniformed patrol as part of the Community Response Team. I was the driver of a marked patrol vehicle, wearing my Class C uniform with my badge displayed, with Major Nowinsky seated in the passenger seat.
While patrolling in the area of 502 W Bay St., I observed multiple subjects entering and exiting a narrow alleyway located on the west side of the gas station building at that address. Based on my prior experience patrolling the area, I know this alleyway to be a common location for narcotics use and other criminal activity due to its poor lighting and concealment from the street.
As I pulled into the gas station parking lot, I specifically observed a black male wearing a white bucket hat exit the alleyway. The subject looked directly toward my marked patrol vehicle and immediately began walking eastbound away from the area. After walking a short distance, the subject abruptly changed direction and began moving back westbound toward a bicycle that was nearby. Based on the subject’s behavior and sudden change in direction after noticing the marked patrol vehicle, it appeared he was attempting to avoid police presence.
I exited my patrol vehicle and began approaching the subject on foot. As I approached, the subject began walking away from us. I issued a verbal command for the subject to stop and come speak with me, advising him that he could not remain in the side alley. The subject briefly turned toward me but then briskly turned back around and continued walking away. I issued a second verbal command for the subject to stop.
At that point, based on the subject’s actions and body language, I believed flight was imminent. The subject suddenly threw his bicycle toward my legs in an apparent attempt to impede my movement and prevent me from apprehending him. The bicycle struck my legs, causing me to become entangled and stumble, after which the subject began fleeing eastbound toward MLK Blvd.
Major Nowinsky and Corporal Aguilar were positioned ahead of me in the direction of the suspect’s flight path while I was momentarily delayed after tripping over the bicycle. Due to the suspect’s speed and the fact that other officers were already ahead attempting to intercept him, I made the decision to return to my patrol vehicle in order to pursue him using the vehicle.
As I reached my patrol vehicle, I looked back and observed that the suspect had fallen and that another marked patrol unit had maneuvered to block his path of travel. I then heard two distinct popping sounds that I immediately recognized as TASER deployments. I ran toward the location of the officers and observed the suspect lying on the ground on his stomach. By the time I arrived, officers had successfully secured the suspect and placed him in handcuffs without further incident.
During a search of the suspect’s person incident to arrest, I located a small baggie containing multiple multi-colored pills inside the suspect’s front left pants pocket. Based on my training and experience, the pills were suspected to be MDMA (commonly known as Ecstasy). Corporal Fitzpatrick later conducted a field test of the pills, which returned a positive result for MDMA.
The suspect was identified as Elliot Richardson. After the search was completed, Richardson was placed in the rear seat of my patrol vehicle. Sergeant Mowers and Lieutenant Petite responded to the scene to handle the use of force investigation related to the TASER deployment.
I then transported Richardson to Memorial Medical Center where he was medically evaluated and cleared by hospital staff. After being cleared, I transported Richardson to the Chatham County Detention Center where he was booked on the following charges:

Obstruction (M) OCGA 16-10-24
Possession of MDMA (F) OCGA 16-13-30
The narcotics were collected and later logged into the property room. A GBI submission form was completed.
