On 01/06/2026 at approximately 1050 hours I was located at 60 W Montgomery Cross Rd. (Studio 6).

While in my patrol vehicle I heard a male yelling and cussing, I stepped out of my patrol vehicle and observed the subject who was later identified as Mr. Eugene Harris acting in this manner towards two female motel staff members later identified as Ms. [VICTIM #1] and Ms. [VICTIM #2]. Mr. Harris left from the second floor and headed downstairs to the lobby; it was at this time I went to go make contact with him.

In the motel lobby Mr. Harris was loudly talking with another member of motel staff later identified as Ms. [WITNESS #1], for his opprobrious and abusive language and his breach of peace I attempted to detain Mr. Harris to further question him about the incident I just witnessed. Mr. Harris was told several times that he was not free to go and he was being detained, Mr. Harris attempted to push pass Officer Homans (64482) and walk out the lobby door.

Mr. Harris was told again that he was not free to leave as he was detained, Mr. Harris stated that we were not at the motel for him and that he did not need to speak with me. It was at that time Mr. Harris was instructed to place his hands behind his back so he could be handcuffed for further questioning, Mr. Harris refused to do so willingly. I grabbed Mr. Harris’ left arm to place him in handcuffs, and he pulled away and continued to resist my lawful orders. Mr. Harris was finally placed in handcuffs which were double locked and walked outside to my patrol vehicle.

At my patrol vehicle I again attempted to question Mr. Harris regarding his language and breach of peace, Mr. Harris refused to answer questions again as well as identify himself when asked, it was at this time I told Mr. Harris that he was being placed under arrest.

I relocated to the second floor of the motel where the incident originally occurred and spoke with Ms. [VICTIM #1] and Ms. [VICTIM #2], both stated that Mr. Harris became enraged after they opened his motel door while he was in the room. Both Ms. [VICTIM #1] and Ms. [VICTIM #2] stated that they knocked on Mr. Harris’ door at least three times and did not respond, in accordance with motel policy they made entry into his room to conduct weekly housekeeping responsibilities.

They went on to say that Mr. Harris said, “get the f*ck out of here, you motherf*ckers cannot come in this b*tch like that who the f*ck do you think you are”. They both stated that once they realized the room was occupied, they closed the door immediately, however Mr. Harris came out of his room and began to yell and cuss at both staff members on the second-floor balcony.

Mr. Harris was yelling loud enough that another motel patron identified as Ms. [WITNESS #2] stepped out of her room to see what all the noise was about. I asked Ms. [WITNESS #2] what she witnessed, she stated that she heard a male yelling and cussing loud and came out of her room and saw the suspect engaged with two female staff members.

I then relocated to motel lobby to speak with staff members, I made contact with Ms. [WITNESS #1] and the motel’s General Manager Mr. [WITNESS #3] I asked both staff members if they heard anything or if Mr. Harris yelled or cussed at either both stated that yes, Mr. Harris came into the motel lobby yelling and cussing at the both of them. Mr. [WITNESS #3] went on to say that he and other staff members have had problems like this with Mr. Harris before.

I searched Mr. Harris incident to arrest, placed him back in my patrol vehicle, seat belted him and then transported him to CCDC and arrived at 1130 hours.

Mr. Harris was informed of all charges against him.

Mr. Harris was booked into CCDC with no further incident.

For his opprobrious and abusive language as well breaching the peace Mr. Harris violated O.C.G.A 16-11-39 and was charged with Disorderly Conduct.

For his resistance when being placed in handcuffs and attempts to leave and push pass Officer Homans Mr. Harris violated O.C.G.A. 16-10-24 and was charged with Obstruction.

Mr. Harris only gave me his first and last name.
