On December 31, 2025 at or around 0050 hours I, Officer Johnson, responded to The Warehouse Bar and Grill, 18 E. River St. to investigate the report of a domestic dispute.

Upon my arrival to the above mentioned location, there were other patrons of the bar outside pointing in the direction of the river. Another individual gave me the description of the two individuals involved in the dispute.

As I approached the river, a man later identified as [WITNESS #1], approached me and after being asked if he was one of the people involved, explained that he and his wife, Eva Carroll, arrived in Savannah today and came out to enjoy a few drinks. He pointed to E. Carroll who was slumped over on the ground. As I approached her, I could hear her crying. [WITNESS #1] explained that she was extremely intoxicated.

Once with E. Carroll, I could smell alcohol coming from her body. I introduced myself and attempted to make small talk to get her to go back to the hotel voluntarily. She began uttering things involving her husband being a white boy, the Metro Nashville Police Department, and telling me she wasn’t going anywhere with him. She also stated I don’t want to fu*king talk to you.

After I saw E. Carroll was not going to go back to her room voluntarily and/or peacefully, I made the decision to place her under arrest. She was charged with Disorderly Conduct (O.C.G.A. 16-11-39) and transported to CCDC without incident.

[WITNESS #1] was given a CRN.
