On 06/26/2026 at approximately 0720 hours, I responded to [10600 BLOCK] Abercorn St Apt [REDACTED] regarding a domestic disturbance.
Upon my arrival, I was met by the reporting party, [VICTIM #1]. Mr. [VICTIM #1] said that the incident started last night when he let Francesca Allen into the apartment. This morning, Mr. [VICTIM #1] explained to me that he was lying on the couch to let things cool off and keep his distance from Francesca Allen. At this time, Francesca was twerking and trying to get his attention while preventing him from watching TV. When she wasn’t given the attention she wanted, she started to get argumentative. Mr. [VICTIM #1] stated that’s when Francesca started to hit him with open palms on his arms. Mr. [VICTIM #1] was explaining to me that Francesca needed to get help for Alcoholism, and that when she drinks this is how she reacts.
While trying to investigate further and ask to see where Francesca hit Mr. [VICTIM #1] he said don’t worry about it and there’s nothing there. There was not any visible injuries on Mr. [VICTIM #1].
Mr [VICTIM #1] stated that he didn’t want to press charges he just wanted her to leave. We advised him that he would need to go to the court house to get her evicted since she was a resident of apartment.
While speaking to Francesca it was apparent that she was under the Influence of alcohol, while getting her side of the story she stated that they got into an argument over doing the laundry. While in the living room she stated that Mr. [VICTIM #1] hit her with both open hands and closed floor. She also advised something to the effect that Mr. [VICTIM #1] told her if she wants to hit like a man.
Francesca was checked for injuries on her face and neck area where she said she was hit. There were no apparent injuries.
I advised both parties that it would be in their best interest to separate and let things cool off. Both refused to leave the apartment. I attempted multiple times asking if either needed a ride to another location to let the situation calm down.
While giving them the case report card I advised them of services available to them.
At 1636 I received a call back to [10600 BLOCK] Abercorn St. Apt [REDACTED] upon arrival, I made contact with Mr. [VICTIM #1] who stated she had the keys to his truck a Gray Toyota Tacoma GA([REDACTED]). When asked how she received the key Mr. [VICTIM #1] stated she had the spare from when she went to the store. Mr. [VICTIM #1] stated that Francesca was hiding under the bed completely naked and took his computer.
Francesca stated that Mr. [VICTIM #1] had her phone. When we asked Mr. [VICTIM #1] if he had her phone he stated that he did have her phone because she took his laptop. We determined that the laptop was Mr. [VICTIM #1]’s while opening the laptop the screen was broken. While we were giving each other their property back, we discovered that the blue lap top was broken.
We determined this to be DV based on prior reports that state she lived at this address. We also were able to determne she was a resident based on all her clothes and belongings in the bedroom.
At this time Mr. [VICTIM #1] wanted to press charges for the broken laptop. Francesca was arrested for O.C.G.A 16-7-21 criminal trespass DV. While transporting Francesca to the patrol car she tried to fall down the stairs. Ofc. Sandy and I transported her to the patrol car to get her cleared by Memorial. While at Memorial Francesca was yelling at staff, puffed up her chest and got in Cpl. Neff’s Face. The entire time we were on scene at the residence she was disorderly after giving her multiple attempts to calm down she continued to be disorderly. Francesca was also arrested for O.C.G.A 16-11-39 disorderly conduct.
Francesca was transported to CCDC to be booked.
