On February 7, 2026, at approximately 1345 hours, I was dispatched to the intersection of Tanger Outlets Blvd and Mill Creek Circle for reports of a hit-and-run accident. Dispatch notes advised a vehicle had struck another vehicle and continued South on Tanger Outlets blvd towards Tanger Outlets. Notes also advised that a witness observed the license plate of the vehicle, which fled as an S.C. tag bearing # [REDACTED]. Witness also advised they observed the vehicle (gray Hyundai Sonata) entering the parking lot of Another Broken Egg Restaurant, parking the vehicle, and a Hispanic male exiting and running into the wooded area adjacent to The Preserve Apartments.

On arrival at the intersection, I made contact with the driver of the vehicle that was hit [VICTIM #1]. Mr. [VICTIM #1] advised that while waiting to make a left onto Mill Creek Circle, he felt a collision with the rear of his vehicle and observed the vehicle speed past him going South on Tanger Outlets Blvd.

On arrival to the parking lot of Another Broken Egg Restaurant, I observed the vehicle parked and was unoccupied and the license plate was missing. I searched the vehicle, attempting to identify the owner. On the passenger seat, I observed a receipt for an oil change from the Valvoline Instant Oil Change located at 141 Tanger Outlets Blvd. The receipt had a date and time stamp of 2/7/2026 at 1247 pm, the name on the receipt read Giovanni Manuel Gonzalez. I also observed a registration card in the glove compartment listing the owner as Giovanni Manuel Gonzalez. A T.W.I.C. Id card with Mr. Gonzalez’s photo was also found in the vehicle.

A witness on scene [WITNESS #1] provided me with dash cam footage of the accident, which has been attached to the report, as well as photos of the receipts. The receipts were logged in as evidence and placed in locker number 014.

Attempts were made to locate and get in contact with Mr. Gonzalez, but were unsuccessful.

I will be seeking warrants for Mr. Gonzalez.
