On March 12, 2024 I at 1350 hrs I was stopped by a female in reference to a Indecent Exposure in progress at Jefferson St and W Taylor St.

Once stopped I gathered further information from the female who was identified as [WITNESS #1]. She advised that at 1051 her 3 children called her advising that there was a naked man in the window across the street. [WITNESS #1] was at work and instructed the girls to come to her work. Then several hours later she returned home and observed a white male in the window of [300 BLOCK] W Taylor St mast*rbating fully naked while looking down on the street. She yelled and the man ran out of sight in the residence.

I then went to speak with the resident of [300 BLOCK] W Taylor St. Upon approach, at 0250 on my BWC you could see the male entirely naked with his hand still holding his p*nis. I then knocked and looked in through the window beside the door. I observed pants draped across the chair and a blue shirt on the table. at 0306 on my BWC I observed the male running down the hall still fully naked. I then observed him grab his pants and shirt and go out of sight behind the bar.

The subject then came to the door fully dressed in the pants and the blue shirt that I saw. I identified myself and advised him that we received a call about a man mast*rbating in the window of the residence. He replied by saying that he was on a call downstairs and that wasn’t him. I then informed him that I observed him naked and that I observed him grab the cloths and scramble to get dressed and that he needed to stop lying to me. He then replied by saying that he was doing exactly what I described (mast*rbating in the window) however he “wasn’t mast*rbating to anyone”. He also advised that he has a problem.

I asked for identification, he advised that it was upstairs. I asked if there were any weapons in the house, he advised no. I asked if I could step inside the residence while he grabbed his ID, he advised that I could.

Once inside, I observed a black massage tool (commonly used for sexual stimulation) on the table near the window he was mast*rbating at. I also observed what appeared to be a small aluminum package of lube on the table near the window. I also observed that none of the windows on this floor of the residence had any blinds or curtains and were all open and looking into several other residences.

The male was identified as Gregory Schaack. I informed him that I was going to speak with the complainant about further action but that I was holding onto his ID until I was done.

I then spoke with [WITNESS #1] again. She advised that the eldest child did not want to be involved as they are currently going through another court case. Her other two children were identified as [REDACTED] [REDACTED BY AGENCY]/11) and [REDACTED] [REDACTED BY AGENCY]/13) [REDACTED]. They did not want to speak with Police at this time. [WITNESS #1] advised that she wanted to press charges. With the statement she provided about seeing him mast*rbating and the 2 girls seeing him naked in the window, I had enough probable cause for an Indecent Exposure arrest on 3 counts.

I advised [WITNESS #1] that I would slide a CRN card through her mail slot on her door as she just wanted to take her kids and leave. I also advised her that if the children do decide that they want to speak with Police to contact or SPECIAL VICTIMS unit as it may result in additional charges depending on what the children saw.

I then made contact with Schaak again and placed him under arrest and secured him in the back of my Marked POLICE vehicle. At his request I entered his home and retrieved his car and house key from his closet of his bedroom. I then secured his residence and handed his phone, wallet, keys, and ID off to the transporting Officer.

That Officer then swapped handcuffs and placed him in his vehicle for transport.

Schaak was formally charged with 3 counts of Indecent Exposure and transported to CCDC.
