On 03/07/2026 at approximately 1853 hours, I, Officer Solorzano, responded to 25 E Broughton St in reference to a possible domestic disturbance. I was in full uniform, operating a marked police vehicle, and assigned as 25 CHARLIE 1. Upon arrival, it was determined the incident was a verbal disturbance and not domestic in nature.
I made contact with the reporting party, Ms. [WITNESS #1]. Ms. [WITNESS #1] stated a female, later identified as Ms. Hexuan Zhang, entered the store but stepped aside because she was not ready to order. Ms. [WITNESS #1] advised a male entered shortly after and asked Ms. Zhang if she worked there. Ms. [WITNESS #1] stated Ms. Zhang became irate and began yelling at the male. Ms. [WITNESS #1] advised Ms. Zhang called the male racial slurs and threatened to cut him.
Ms. [WITNESS #1] stated the incident did not become physical, but she contacted police due to Ms. Zhang’s behavior. Ms. [WITNESS #1] advised the male waited briefly to provide his side of the incident but eventually left the area. Ms. [WITNESS #1] stated Ms. Zhang was sitting outside by a nearby tree and requested Ms. Zhang be banned from the store.
I then made contact with Ms. Zhang outside the business. While speaking with Ms. Zhang, she began making statements that did not make sense regarding the store. Ms. Zhang initially provided basic identifying information; however, when asked additional questions she became non-compliant and began raising her voice in an aggressive manner.
Due to Ms. Zhang’s escalating behavior and refusal to comply with commands, I made the decision to detain her. While attempting to place Ms. Zhang in handcuffs, she pulled her arm away and moved it toward the front of her body. I then took Ms. Zhang to the ground in order to gain control and prevent her from fleeing.
While on the ground, Ms. Zhang actively resisted by pulling her arms away, kicking her legs, and refusing to place her hands behind her back. During the struggle, Ms. Zhang bit my right thigh and then bit my right arm. In order to gain more control, I placed my hand on Ms. Zhang’s head and pushed it toward the ground, preventing her from reaching me with her mouth and stopping resisting efforts. Officer Monexant and I, were then able to gain control and place Ms. Zhang in handcuffs.
Ms. Zhang was placed under arrest, searched incident to arrest, and secured in the rear of my patrol vehicle. I notified a supervisor in reference to a use of force and requested Chatham EMS.
Sgt. Hunt responded to the scene along with Chatham EMS. Ms. Zhang refused evaluation by EMS.
Officer Monexant completed the necessary paperwork while I remained with Ms. Zhang to ensure she did not harm herself or damage property while seated in the rear of my vehicle. Officer Monexant also obtained video footage of the incident from inside the store.
Ms. Zhang was transported to Memorial Hospital for medical clearance. After being cleared by hospital staff, she was transported to the Chatham County Detention Center where she was booked at approximately 2204 hours without further incident.
