On 03/13/2026 at 1933 hrs, I responded to I-16 Westbound approximately half a mile past Dean Forest Rd for a report of a possible impaired driver. While responding, I noticed a red Toyota Rav4 parked on the side of I-16 Westbound approximately a quarter mile East of Chatham Pkwy.
Upon my arrival, I spoke with OFC Thornton who advised that he responded to a report of a hit and run with injuries on I-16 near Chatham Pkwy. He advised that the suspect (later identified as Hunter Riza) had struck the back end of a red Toyota Rav4 and fled the scene.
He stated that the vehicle made it approximately half a mile past Dean Forest Rd when the vehicle stopped running. OFC Thornton stated that upon speaking with Riza, he was advised by Riza that he had been drinking. He stated that Riza informed him that he had one drink but told Chatham County PD Officers that he did not have anything to drink.
I then proceeded to speak with Riza and he advised that he had 1 or 2 drinks a couple hours prior. While speaking with Riza, he stated that he need to use the bathroom and asked if he could open the passenger door so that he could go. I checked the passenger side front seat of the vehicle for any weapons and allowed him to go. Once he was finished, I again spoke with him. While doing so, I noticed a strong odor of an alcoholic beverage emanating from his person. I further noticed that he had watery eyes and a little slurred speech.
REASONABLE SUSPICION TO STOP
Below are the reasonable suspicions why the vehicle was stopped:
- Following too closely (tailgaiting)
DRIVER OBSERVATIONS
After stopping the vehicle, the driver was identified as Hunter Riza. While speaking to him, it was observed that a strong odor of alcoholic beverage was coming from him.
It was observed that Riza had:
- Watery eyes
- Slurred speech
- Admitted to drinking
Before beginning the test, Riza was asked if he had any medical problems and he replied that he did not.
Additional observations: Riza had to pee while speaking with him.

HORIZONTAL GAZE NYSTAGMUS TEST
He refused to do the test.
WALK AND TURN TEST

He refused to do the test.
PRELIMINARY BREATH TEST
Riza was asked if he would be willing to provide a sample of his breath using the preliminary breath test (PBT) device. He refused to submit to the preliminary breath test.
I then determined that Riza was a less safe and impaired driver and proceeded to place him into handcuffs which were double locked. Riza was then read the Georgia Implied Consent Notice for Suspects Age 21 or Over and asked for a sample of his breath to which he refused. He was then reread for blood and again refused. He was then searched incident to arrest and secured in the back seat of my marked patrol car.
A search of his vehicle was conducted and I noticed that his driver’s seat belt was buckled indicating that he was not wearing it. Riza was then transferred to OFC Thornton’s patrol car to be transported to MMC while I completed needed paperwork. Once the needed paperwork was completed, He was transported to MMC where he was medically cleared before being transported to CCDC. A CRN was requested and my BWC was active during the investigation.
