On October 26, 2025, while managing crowd control at Ellis Square, I overheard a report of an accident with injuries at the intersection of W Broughton Street and Whitaker Street.

Due to the seriousness of the situation, I proceeded to the scene to offer assistance. Upon arrival, I encountered a large crowd, and crime scene tape was being set up. I took control of the east side of W Broughton Street. A suspect, Jakai Santiago, asked if he could cross the street, and I explained that the crime scene tape was in place to prevent anyone from tampering with evidence. At that moment, more individuals approached me, requesting to cross the tape, and they were instructed to go around.

Jakai’s friend, who was wearing an orange jumpsuit and was not identified, was seen in a verbal altercation with another unidentified male before I intervened to separate them. A white male bystander who had entered the crime scene from the opposite side was told to leave the crime scene, he even advise Jakai and his friend to go around, as he was cooperative. Despite this, Jakai continued to request to go through, and a group of three individuals appeared from behind the crime scene tape. I informed the officer on that side to prevent any further entries.

While Jakai was on the phone instructing his friend on the other side of the tape to come through, a black female approached me loudly requesting to cross. A male, who was also on the phone, attempted to walk through, but I stopped him and the woman. During this exchange, Jakai stepped over the crime scene tape with his left foot, prompting me to approach him and remind him that I had already told him he could not enter. As I placed both hands on him gently to guide him back, he slapped my hands away, first with his left and then with his right. I then secured his right hand and reached for his left, but he attempted to pull away. His friend intervened, standing between us, as Jakai actively resisted.

Another officer arrived and took hold of Jakai’s right hand, and he was brought to the ground on his back while I maintained my grip on his left hand; he continued to resist by pulling his arm towards his body. In response, Sgt. Johnson deployed his taser after efforts to handcuff Jakai were unsuccessful, announcing “taser, taser, taser” before targeting Jakai’s abdomen. At this point, I switched my grip to his right hand as his body turned. We were eventually able to gain compliance, and Jakai had both hands behind his back, at which point he was placed under arrest.

A supervisor was present at the scene to document the use of force, EMS was called, and the taser prongs were removed.

Jakai was charged with Disorderly Conduct under OCGA 16-11-39 for engaging in fighting or violent behavior, creating a hazardous or physically offensive condition through unauthorized actions. He also faced two counts of Obstruction under OCGA 16-10-24, one for disobeying lawful orders and one for resisting arrest of law enforcement officers.

Jakai was transported to Memorial for medical attention before being taken to CCDC.
