On 09/16/2025 at approximately 1152 hours, I was dispatched to [10 BLOCK] Talina Lane #[REDACTED] in reference to a sex offense.

While en route, Dispatch advised the following:

“COMPL ADV OF A MALE SUBJECT COMING OUTSIDE NAKED”.
“COMPL ADV SHE TOOK PICTURES OF THE MALE SUBJ”.

Upon arrival, I made contact with the reporting party, Ms. [WITNESS #1] (property manager) [WITNESS #1] advised she was contacted earlier by her “maintenance man”, Mr. [WITNESS #2] in regards to a male (later identified as Mr. Jamal Howard standing outside of Unit #[REDACTED] nude. She advised that [WITNESS #2] initially observed Howard and reported the behavior to her. [WITNESS #1] stated she had contacted police earlier but was advised to obtain photographic evidence and call back.

[WITNESS #1] was able to take photographs of Howard, and provided them to me upon my arrival. The photos depicted a Black male, standing completely nude in the doorway of his apartment with the door open, clearly visible to others.

I spoke with [WITNESS #2], who stated that during his initial observation, Mr. Howard was standing on the public sidewalk in front of his apartment completely nude.

I attempted to make contact with Howard by knocking on his apartment door. He did not respond. [WITNESS #1] then called Howard directly and persuaded him to come outside. Upon walking out, the Chatham County Behavioral Health Unit, who had also responded to the scene, attempted to speak with Mr. Howard, but he refused to communicate with them.

Due to Howard’s full nudity being observed in a public space where others could clearly see him, and based on corroborating statements and photographic evidence, I made the decision to place Mr. Howard under arrest for Public Indecency (O.C.G.A 16-6-8).

I transported Howard to CCDC with no further incident.
