On October 16th, 2025, at approximately 2110 hours, while clearing a call for service in the area of Delleseps Ave/Guatamala St, OFC McCormack and I were approached by [VICTIM #1].

Ms. [VICTIM #1] was initally asking questions regarding how a TPO gets served, as she had obtained one on the father of her children, but whenever CCSO came to their house, he pretended to not be home. We also discussed eviction procedures as well.

Ms. [VICTIM #1] advised that she had recorded phone calls with her childs father, Jamel Mincey, that day where he had threatened to kill her. Ms. [VICTIM #1] showed me an audio transcript from one of these recordings that lasted approximately 5 minutes. Upon running Mr. Mincey in NCIC/GCIC, I observed a TPO order where Mr. Mincey was restrained from assaulting, threatening, abusing, harassing, following, interfering, or stalking Ms. [VICTIM #1].

During the conversation, Ms. [VICTIM #1] received a phone call from her childrens father, Jamel Mincey. She answered this call and I listened to it silently. During this phone call, Mr. Mincey was highly agitated and asked if she was going to keep talking like that with the Sheriff in front of her. When Ms. [VICTIM #1] expressed confusion on the statement regarding the Sheriff, Mr. Mincey stated “B*tch, I’ll beat your a*s. The f*ck wrong with you”.

At this point I instructed Ms. [VICTIM #1] to wait by her vehicle as I created a new call for this domestic and requested an additional unit.

A Phoenix check of Mr. Mincey showed a history of both misdemeanor and felony obstruction along with both misdemeanor and felony domestic violence charges.

I continued to speak to Ms. [VICTIM #1], who advised that just prior to locating OFC McCormack and myself, she was at her residence with her sister, mother, and Mr. Mincey. A verabal altercation occurred between Mr. Mincey and Ms. [VICTIM #1]’s mother and sister over some packages left on the porch. During this altercation, Ms. [VICTIM #1] was standing between her sister and Mr. Mincey while on her front steps when Mr. Mincey began to shove her and her sister down the steps.

When more officers arrived on-scene, we moved to [1400 BLOCK] E 58th St. I knocked on the door several times but there was no answer. After a short time, I observed the blinds beginning to swing. I called out to Mr. Mincey, instructing him to come outside. After a short time waiting, I walked away from the front door to call Ms. [VICTIM #1]. As I did so, Mr. Mincey opened the front door, turned off the porch light, and shut the front door again.

I contacted Ms. [VICTIM #1] via a phone call and she drove to the residence. Ms. [VICTIM #1] gave consent for officers to go inside her residence and provided her house key. I attempted to unlock the back door and open it (as the front screen door was locked) and the door felt as though it was still barred. I returned to the front door, and with a small amount of pressure, the screen door opened. I then unlocked both locks on the front door. Upon entering the residence I observed all the internal lights were now off.

I drew my department issued Taser while OFC Phillips drew his department issued sidearm. I gave loud verbal commands for Mr. Mincey to come out with his hands up from the front door. Mr. Mincey initially refused, telling us to come back to his room. Mr. Mincey did eventually comply.

As Mr. Mincey showed his hands were empty while coming around the corner, I used my red/green dot laser sights to paint Mr. Mincey while continuing to give commands for him to place his hands on his head and walk backwards towards officers, where OFC Russell took him into custody. I advised Mr. Mincey that he was under arrest for Simple Batter DVA and Terroristic Threats. Mr. Mincey asked when he threatened Ms. [VICTIM #1] and I advised him that I was standing next to her on the phone when he threatened to “Beat her a*s”.

After being searched incident to arrest, I advised Mr. Mincey of his Constitutional Rights via a Miranda Warning card. Mr. Mincey invoked his right to an attorney.

Afterwards I instructed Mr. Mincey to sit in my marked patrol unit multiple times. He did not comply until I advised he would be receiving an obstruction charge if he did not comply with my lawfull order.

While enroute to CCDC, Mr. Mincey continued to get more and more irate at the fact that I did not arrest Ms. [VICTIM #1] up as well. He continued to use racial expletives throughout the ride. He continued to state “I didn’t even threaten this b*tch” and repeatedly demand that I drop the charges.

Upon arrival at CCDC I unloaded my gear into the provided lockers and returned to my marked patrol unit. I opened Mr. Mincey’s door, took his seatbelt off and instructed him to exit the vehicle. Mr. Mincey then asked why he needed to step out. I reminded Mr. Mincey that he was under arrest and that we were at the jail. Mr. Mincey again demanded to know his charges and wanted me to explain the probable cause. I again instructed Mr. Mincey to exit the vehicle and warned that I would add an obstruction charge if he continued to disobey my lawful order.

Mr. Mincey exited the vehicle while stating “You can’t be adding no sh*t like that, man. You better stop trying me like that boy.” As I moved to take hold of Mr. Mincey’s right arm, he began to pull away from me. I held him firm and gave loud verbal commands for him to not pull away from me.

As we approached the sally port door, Mr. Mincey got in my face (with his face) while stating “I’m going to sue you” and demanding my name and badge number, yet again. I provided my name and badge number, at which point Mr. Mincey stated “D. Bond!? I’m gonna f*ck you up boy. and thats on my kids. I’mma make sure I see you”.

At this time I added an additional Disorderly Conduct charge due to the threats and abbrasive/aggresive behavior towards me.

Once inside the jail, a deputy had to switch Mr. Mincey’s handcuffs to the front due to his apparent hostility towards me and a lack of desire for me to touch him. I advised the deputies of Mr. Mincey’s charges, he became highly agitated at learning that he had a disorderly conduct charge as well. I advised Mr. Mincey it was for him threatening me outside. Mr. Mincey then stated “What the f*ck I said that threatened you?”.

He continued to get agitated and stood up from the evaluation chair, at which time multiple deputies had arrived to gain control of Mr. Mincey as I finished the paperwork and completed the booking process. Mr. Mincey continued his disorderly behavior and use of racial expletives with the deputies even as I left the jail.

A CRN card was provided and explained to Ms. [VICTIM #1].
