Officer’s Narrative:

On 10-10-2025 around 0615 hours I was in uniform and checking the area of 301 W. Oglethorpe Ave., which is the Civic Center. There are problems with homeless subjects sleeping at the location, urinating and leaving trash around the property. No trespassing signs are poseted on the building at the Civic Center.

The following is a summary of my time on this call and is not verbatim. See BWC for further details.

On the west side of the building, I located three adult male subjects sleeping. I woke them and asked who had an ID on them. Two of the three men stated they had ID and one subject began to walk off. I told him to come back and needed his information. He stated he didn’t have an ID and had to use the restroom. I diverted my attention to him and even told him to give me his name and I’ll get him out of here first. He asked several times to urinate nearby in public to which I told him he could not do. The other two subjects [REDACTED] and [REDACTED] produced Georgia ID cards and were released.

The third subject who I recognized that I have spoken to him before but didn’t know his name gave me the name of David Williams with DOB of [REDACTED BY AGENCY]/1960.

I could not locate him under this birthday in Phoenix. I asked his birthday again and he stated [REDACTED BY AGENCY]/1960. After checking this information and still getting nothing he stated his name was James Smith with a DOB of [REDACTED BY AGENCY]/1960 and still I could not locate him in the computer database. I asked what was the last thing he was arrested for and the subject stated it was for open container about a month prior. I asked again for his name and he said James Smtih with a DOB of [REDACTED BY AGENCY]/1960.

I explained Cpl. Statler was coming to identify him for me because she familiar with many of the local homeless in the aera. He then stated his name was James Doyle with a DOB of [REDACTED BY AGENCY]/1961. Mr. Doyle stated he was lied about his name because he had to use the restroom. This proved to be his real name. During this interaction Mr. Doyle urinated on the stoop where we were.

Mr. James Doyle was placed in double locked cuffs and searched incident to arrest. Nothing of interest was located.

Mr. J. Doyle was charged with Criminal Trespass for sleeping at the Civic Center. He was warned by me 08/25/2025 for sleeping at the location on the north side of the building.

He was charged with Obstruction by False information for giving his wrong name and birth date when stopped.

He was charged with Disorderly Conduct: Urinating in Public for urinating on the Civic Center area we were on while trying to identify him.

I transported him to CCDC without issue. His property was logged in to the property room, and he was issued a paper receipt.

Mr. Doyle also urinated in my car on the way to the jail
