On 10/16/2025 at approximately 0940 hours, I responded to [1400 BLOCK] East 38th St in reference to an individual reporting a domestic dispute per dispatch.

The call notes stated, “There is a person drunk outside beating a woman.” The notes also state that the individuals were a black male and a black female who entered a gray Honda Odyssey van. Upon arrival, I noticed a black male, later identified as James Hall Jr, and a black female, later identified as Shaquanna Bynes, sitting in the rear of a gray Honda Odyssey van.

Shaquanna and James were both asked to step out of the van. It is important to note that James’ pants were not buckled together, and he was holding them up when he exited the van. James and Shaquanna were both frisked for weapons, and a black handgun was located on James’s person. Shaquanna stated that nothing got physical between her and James and that they were just sitting in the van talking.

I then made contact with the reporting parties, [WITNESS #1] and [WITNESS #2]. [WITNESS #2] stated that she was on the front porch of her residence, drinking coffee, when she noticed James and Shaquanna standing next to a tree across from her residence. [WITNESS #2] then stated that James had urinated at the tree numerous times in the past, but today she witnessed Shaquanna walk up to James and bend her head down in front of James’ waistline, and appeared to be performing a sexual act. [WITNESS #2]’s husband, [WITNESS #1], then advised that they had video evidence of the incident. I reviewed the video footage and confirmed the statements given by [WITNESS #2]. The video also features audio, and you can hear James saying, ‘I think they saw something, and Shaquanna stating something about choking. [WITNESS #1] also stated that James had Shaquanna in a headlock, but that they always do that when they are drinking and playing around outside.

An Axon Community request was sent to [WITNESS #1], and the video footage was submitted to Axon as evidence.

Both Shaquanna and James were placed under arrest in properly fitted double-locked handcuffs and charged with Public Indecency per OCGA 16-6-8.

Both parties were transported and booked into CCDC without further incident.

This concludes my involvement in this matter.
