On March 16, 2026 at 0917 hours, I was dispatched to Quacco Rd in reference to a hit and run with injuries. It was dispatched that the suspect vehicle was a Durango (GA:[REDACTED]), and went into the Dollar General on Quacco Rd. Pooler officers went to the Dollar General and I went to the crash scene.

Upon arrival, I spoke to Mr. [VICTIM #1] (victim). He advised he was traveling north on Quacco Rd. He observed a white SUV approaching Quacco Rd from Phillips Paving Co. He advised it did not look like the driver would stop. He advised he tried to move out of the way but could not avoid the collision. Mr. [VICTIM #1]’s vehicle proceeded to get hit by the suspect vehicle on the passenger side near the front. His vehicle had to be towed by Sapp’s Wrecker Service. The suspect never stayed on scene to give the required information for the crash.

I spoke to a worker from Phillips Paving Co. He advised the driver (Mr. James Obrien Scott) filled out an application with them. He provided me with Mr. Scott’s information.

I ran Mr. Scott’s drivers license through GCIC/NCIC, and it showed that his license had multiple suspensions on it. He had two license suspension for failure to appear (2025) and one for child support obligations (2024).

I was told by the officers at Dollar General that the vehicle was unoccupied. Cpl. Alberts was able to look at cameras. Cpl. Alberts observed a black male leaving the vehicle, and ran toward the back of the Dollar General. Pooler officers searched the area but could not find Mr. Scott.

The vehicle was towed by Sapp’s Wrecker Service, and a hold was placed on the vehicle. An inventory of the vehicle was made. It should be noted that a GA power bill was found with Mr. Scott name on it in the vehicle.

INTERVIEW WITH MR. SCOTT

I was called by our front office in reference to Mr. Scott wanting to turn himself for the hit and run. I went to the police department to speak with him. He advised he ran away because he realized his license was suspended. He advised was leaving Phillips Paving on Quacco Rd, and did not see Mr. [VICTIM #1] coming from Quacco Rd when he pulled onto the roadway.

ARREST

I released the hold on the vehicle since the registered owner was with Mr. Scott. I determined there was probable cause to arrest Mr. Scott. He was handcuffed (double locked & checked for fit), searched, and placed into my vehicle. He was transported to Memorial Health for medical treatment. After he was cleared, I transported him to the Chatham County Sheriff’s Office.

He was arrested for leaving the scene of an accident and driving while license suspended. He was given citations for failure to report an accident and failing to yield. He received a bond of $1350 and a Pooler Municipal Court date of April 23, 2026 at 1000 hours. The rear of my vehicle was checked for contraband and weapons. There was nothing found
