On January 25, 2026, at 12:18, I was dispatched to [3300 BLOCK] Oggechee Road, Apt [REDACTED], for a threat with a weapon, a hammer.

I got on scene, and upon arriving, I saw Jarrel Charles visibly agitated at the bottom of the staircase in apartment [REDACTED]. Charles was angry and yelling about and up at his upstairs neighbor, [VICTIM #1]

I spoke with Mr. Charles. Mr. Charles advised me that he was upset with his upstairs neighbor, [VICTIM #1], because a liquid had dripped onto his face from Mr. [VICTIM #1]’s upstairs apartment. Mr. Charles was also upset with Mr. [VICTIM #1] for being a loud upstairs neighbor. Mr. Charles lives with his wife and kids and is visibly frustrated with his upstairs neighbor. Mr. Charles advises that Mr. [VICTIM #1] be stomping and throwing his shoes around, and that he has complained about Mr. [VICTIM #1] to the landlord before.

I then spoke to Mr. [VICTIM #1]. Mr. [VICTIM #1] stated he left his apartment at 10:30 to get his rent money and returned to his apartment at 11:30. Around that time, Mr. Charles knocked on his door and swung his hammer at him in a vertically downward motion. Mr. [VICTIM #1] was able to dodge and shut the door. He then called the cops. Mr. [VICTIM #1] advise that Mr. Charles has complained about him 3 times about making noise. The first 2 times, nothing physical happened or was attempted. The complaints started 2 weeks ago. The 3rd complaint will be the one today, where he tried to strike him with a hammer. Mr. [VICTIM #1] stated, “The man threatened my life with a hammer,”

With the information I just learned, I conducted a Terry-Frisk and found no hammer on Mr. Charles person. I spoke with Mr. Charles again. This time, I asked him about the hammer. Mr. Charles admitted to having the hammer in his hand and using it to knock on the door. I asked Mr. Charles why he advised that he knocked on it with his hand, which was bandaged; and it hurt his hand, so he used a hammer. Mr. Charles told me the location of the hammer and pointed towards it. Some concerning statements Mr. Charles stated were “I’m past rational” and “I said brotha man you got to go today.”

I ran Mr. Charles through GCIC, and his name came back with a Chatham County Sheriff’s Office warrant for failure to appear. I detained Mr. Charles because of the warrant for his arrest (WNO: STCR20035731), placed him in double-locked and fit-tested handcuffs behind the back, and placed him in the rear of my marked unit.

I notified my on-duty supervisor.

Cpl. Rimes retrieved the hammer.

Based on the statements provided to me by Mr. [VICTIM #1] and Mr. Charles, with Mr. Charles admitting that he brought a hammer upstairs to confront Mr. [VICTIM #1] and the hammer presented to me by Mr. Charles, I charged Mr. Charles with Aggravated Assault due to him swinging a hammer at Mr. [VICTIM #1], offensively using an object likely to result in serious bodily harm to Mr. [VICTIM #1].

Mr. Charles had a child at home. Mr. Charles’ wife was notified about the arrest and came home to take care of the child. Please see Cpl. Rimes supplementary report for more information about Mr. Charles’ medical condition.

The warrant was also confirmed.
