On August 15th, 2025 at approximately 06:04 hours units responded to a welfare check in Chatham City Apartments located at [4300 BLOCK] Augusta Road Apt. [REDACTED], Garden City, GA 31408. Upon arrival to the apartment Sgt. Butts and Ofc. Brooks began knocking on the front door while I went around the back of the apartment. While walking around the back I heard a male yelling loudly at a female in the back bedroom (corner room in the apartment). I could not make out what the male was yelling but I heard the female respond “I didn’t”. Units were able to make contact with both parties at the front door, they were promptly separated.

Upon initial contact the female appeared to be crying and had visible injuries to her face, the male had blood on his stomach and his hand. Once the parties were separated, I gathered their statements.

Offender: Jeremiah Williams
Jeremiah stated he was out with a female at the bar and got home around 05:40 hours, when he got home his girlfriend [VICTIM #1] confronted him which turned into an argument. Jeremiah stated nothing physical happened and it was a normal couples fight that got too loud. Jeremiah stated they have had the cops called on them before for similar issues.

While speaking with Jeremiah I observed that he was sweating profusely and had a strong odor of an alcoholic beverage on his person. I also observed an injury to his left hand middle finger, it appeared to have fresh and dried blood.

After speaking with Jeremiah, I then gathered the victim’s statement.

Victim: [VICTIM #1]
[VICTIM #1] stated Jeremiah showed up at the house with another female, so she went to confront him outside. [VICTIM #1] stated when she got outside to confront Jerimiah he got mad and told her to go back in the house, but she told him she wasn’t going anywhere. [VICTIM #1] advised Jerimiah told the other female to just leave and began walking towards the house saying “come on since you want to fight, come on”. [VICTIM #1] stated she told Jerimiah no I don’t want to fight, and I do not want to go in the house, so she called her mom and started walking down the street to avoid confrontation. [VICTIM #1] stated as she was walking down the street to heard Jermiah running towards her, so she started running and screaming while on the phone with her mom. When Jeremiah caught up to her near the dumpsters, he grabbed her phone, threw it, causing it to break on the ground and he told her to get back to the house.

[VICTIM #1] stated she didn’t want to go to the house, but Jeremiah pulled his gun out and said he would shoot her if she didn’t go to the house and shot one round into the air. [VICTIM #1] stated she then started running towards the house. When they got to the stairs, he told her to again to go up the stairs and shot the gun one time again in the air, so she went up the stairs. [VICTIM #1] then stated Jeremiah drug her through the door so she started screaming and Jeremiah covered her mouth to muffle her screams and got it her in the house. [VICTIM #1] stated once inside the house Jeremiah let her go and told her to go to the room as he gestured with the gun. [VICTIM #1] stated once she was in the room he shut the door and would not let her out. [VICTIM #1] stated Jeremiah then busted the door open and said “come, let’s fight, let’s fight”. Jeremiah then pushed her onto the bed and got on top of her pushing her head in between the baseboard and the bed while stuffing clothes and pillows over her head. [VICTIM #1] stated she couldn’t breathe, and Jeremiah then started strangling her by putting his right arm around her neck from behind (described and showed like a rear choke hold). [VICTIM #1] stated she broke free, and he grabbed her again punched her numerous times in the stomach then grabbed her the same way and this time harder, she could not breathe. [VICTIM #1] could not recall an exact timeline but advised it was probably four or five minutes.

[VICTIM #1] stated Jeremiah let her go and she fell on the floor and tried to catch her breath, Jeremiah left and went into the kitchen. [VICTIM #1] stated Jeremiah was in the kitchen for approximately 10 minutes then came back and said “okay, I’m ready again, let’s fight again”. [VICTIM #1] stated she told Jeremiah I don’t want to fight anymore, I can’t breathe please, you will kill me. [VICTIM #1] stated Jeremiah continued to yell at her and that is when she heard police knocking on the door.

[VICTIM #1] did advise that Jeremiah put his gun in her mouth and said he was going to kill her and pistol whipped the back of her head, her timeline on this happening from her memory was between the first time she was strangled and the second time. [VICTIM #1] described the firearm used was an all-black pistol, she furthered described it as the bigger pistol (two were recovered from the scene).

[VICTIM #1] had multiple injuries that were assessed by Garden City Fire and Chatham EMS. [VICTIM #1] ultimately decided to be transported via EMS to Candler hospital.

The following are her visible injuries:

Busted bottom lip with a cut on the inside of her lip as well (consistent with an object being forced into her mouth)
Scrape on the roof of her mouth
A small bump on the back left of her head consistent with being struck with a blunt object
Scratches and cuts on her right thigh and calf
Scrape on her right shin
Scratch on her left eye
Redness around neck

Strangulation Questions:

10. Any complain of pain to throat, coughing or trouble swallowing? Alittle
11. Did you vomit, urinate, or defecate as the result of being strangled? No
12. Have you changed clothes? No
13. Any prior incidents of strangulation? Yes, maybe four other times

After speaking with [VICTIM #1] I called her mom to gather her statement.

Complainant: [WITNESS #1]
[WITNESS #1] stated her daughter called her and told her that her boyfriend was outside the house with another female. [WITNESS #1] stated [VICTIM #1] was going to go outside and confront them and went outside. [WITNESS #1] stated she heard them all talking and then she thinks [VICTIM #1] went back inside the house. [WITNESS #1] stated then all of a sudden she heard [VICTIM #1] screaming and the phone hung up. [WITNESS #1] stated she then called 911 to get a welfare check.

While I was gathering statements from the involved parties officers were canvasing the area for physical evidence. Two pistols were recovered at the scene, one was a black Glock 17 and the other was a black and grey SSCY pistol. The pistol used in the crime was the Glock 17. Near the back stairs to the apartment and black 9mm shell casing was recovered. Up the driveway near the dumpsters a spent 9mm shell casing and an unspent 9mm casing were recovered, near the 9mm shell casing were pieces of [VICTIM #1]’s broken phone case. Pictures were taken of the scene, recovery locations, and both [VICTIM #1] and Jeremiah.

All the evidence recovered on scene was secured at the Garden City Police Department evidence locker.

Jeremiah was placed under arrest utilizing two sets of handcuffs behind the back, checked for fit, and double locked. Jeremiah was then secured in Ofc. Chavez’s vehicle for transport. Jeremiah was transported to the hospital for clearance and then CCDC. Jeremiah is currently awaiting arraignment at CCDC.
