On January 18, 2026 at approximately 1108 hours, I responded to an assault in progress at [3400 BLOCK] Barnard St. The caller, identified as [VICTIM #1], advised dispatch that his tenant, Jerome Green, had been banging on his door in the early morning hours. [VICTIM #1] also advised that Jerome brandished a shotgun towards him this morning and was actively standing in his backyard holding the shotgun as he spoke to the 911 operator.

Prior to my arrival, [VICTIM #1] advised Ofc Dismuke that Jerome retreated back into his home and was no longer outside with the shotgun. Due to the likelihood of Jerome still being armed inside of his house, a planned was formed to set a perimeter around the home and call Jerome outside.

On scene, I deployed my department issued patrol rifle and gained an obstructed view of the front door to Jerome’s residence. Jerome’s residence was identified as a rear shed-like structure directly behind (West) of [VICTIM #1]’s house. This structure shares the same address as [VICTIM #1]’s home ([3400 BLOCK] Barnard St), but is completely detached. Ofc Dismuke got [VICTIM #1] outside of his house to a safer area, where he then gave officers permission to enter his home to get a better view of Jerome’s house. Ofc Baker and I used the back kitchen area of [VICTIM #1]’s home to gain a clear view of the entire front side of Jerome’s house.

I was then advised via radio that other officers had contact with Jerome via phone call, and were instructing him to exit the house with empty hands. Shortly after, Jerome briefly exited his front door before retreating back inside. Jerome then re-exited the front door and walked past my position towards other officers outside that ultimately took him into custody. As Jerome walked past me, I briefly pointed my patrol rifle at him as it was the first time I saw him and it was not yet clear if he had a weapon in his hands or not. Jerome was placed into Ofc Dismuke’s car after being taken into custody. At this point, we were led to believe no other people were in Jerome’s home.

I then met with [VICTIM #1] outside of his house and walked him back inside to obtain the following statement: [VICTIM #1] stated that he has had an ongoing issue with Jerome, who he believes to have mental health issues, being hostile towards him. About three weeks ago, [VICTIM #1] stated that Jerome began hearing voices talking poorly about him from the neighbors house. Jerome proceeded to throw canned goods at this neighbors house, and ultimately turned his aggression towards [VICTIM #1] once he felt that his landlord was not doing anything to stop the people from talking bad about him. [VICTIM #1] detailed that no one has been talking about Jerome, and he is likely imagining these voices.

Since then Jerome has thrown multiple items at [VICTIM #1]’s back door and come up to his bedroom window in the early morning hours to bang on it and yell at [VICTIM #1]. The most recent incident of this was today around 0300 hours when [VICTIM #1] was awoken by Jerome banging on his window. [VICTIM #1] chose to ignore this and went back to sleep.

Around 1100 hours [VICTIM #1] again heard a loud bang at his back door, which sounded to him like a heavy object being thrown at the storm door. [VICTIM #1] got up from watching TV and opened his back door where he observed Jerome standing in the back yard holding a shotgun. Once Jerome saw [VICTIM #1], he stated that Jerome raised the shotgun and pointed it directly at him while stating something to the effect of “yeah I’ll shoot you and tear your house up”. [VICTIM #1] immediately closed and locked his back door and called police from inside his home while Jerome remained in the backyard with the shotgun. [VICTIM #1] described this shotgun to be “full sized” with a black barrel and possibly a wooden stock. When asked, [VICTIM #1] stated that he did feel as though Jerome would have shot him if he did not close the door.

Sgt. Samuell was notified and responded. Major Crimes Detectives were also notified and responded.

While awaiting detectives, I observed a female that was inside of [VICTIM #1]’s house to no longer be in his house when I talked to him a second time. [VICTIM #1] identified this female as Jerome’s girlfriend and stated that she went back into Jerome’s house after leaving his. Due to the pending search warrant on Jerome’s residence, I had the girlfriend exit his home and go to a friends house down the street. I identified her as [REDACTED], and she stated she knew nothing of the incident that occurred today other than that Jerome has been hearing voices recently.

I remained on scene while detectives and forensics executed a search warrant of the residence.
