[NARRATIVE #1 on October 19, 2025]
On 10/19/2025 at 1053 hrs, I responded to a shooting at 4015 Ogeechee Rd, Thunderbird Motel, Rm [REDACTED BY AGENCY]. Upon arrival, I observed that multiple SPD officers were on scene.
I entered room [REDACTED BY AGENCY] and observed a black female victim laying on the floor, suffering from an apparent gunshot wound to the left inner thigh. An SPD officer was also on scene rendering aid. The victim was later identified as Ms. [VICTIM #1]. Ms. [VICTIM #1] was alert and conscious, and in acute distress from the pain.
I cut off her left pant leg to expose the injury and observed two small wounds, which were not actively bleeding. A tourniquet provided by the SPD officer was positioned on the leg, but not tightened due to the minimal bleeding. I applied an emergency dressing, which covered the apparent entry and exit wound. No other wounds were noted. EMS arrived and treated the victim, who was then transported to Memorial ER.
While inside the room treating the victim, I observed a trail of blood drops which appeared to lead from the doorway to where the victim was laying on the floor.
Also on scene in room [REDACTED BY AGENCY] with the victim was a black female, later identified as Ms. [WITNESS #1]. Ms. [WITNESS #1] initially advised that the suspect was a black female who departed in an unknown direction of travel, and also mentioned the suspect may have left in a silver Malibu.
As officers from SPD and CCPD arrived and began to obtain statements from witnesses, it was determined that the suspect was a Hispanic female with burgundy hair, tank top, and shorts, who fled on foot westbound into the wooded area west of the Thunderbird Motel.
I began to search with other officers and clear several tents on the dead end portion of Garrard Ave. I then continued west through a wooded area. I observed that an SPD officer was speaking with several homeless people under the Ogeechee overpass.
One of the individuals was a Hispanic female, later identified as Jocelyn Comacho, who generally matched the description provided for the suspect. She was found laying on a mattress that belonged to witness [WITNESS #2], who informed officers that he had seen Ms. Comacho running from the direction of the Thunderbird Motel approximately 30 minutes prior. Ms. Comacho advised that she knew she wasn’t supposed to be trespassing under the bridge, and was advised that we were looking for a shooting suspect which matched her description.
Ms. Comacho and Mr. [WITNESS #2] gave verbal consent to search the immediate around the mattress that she was found laying on, but no weapon was found. After confirming the physical description and statement from Mr. [WITNESS #2] that she had recently fled from the direction of the crime scene, Ms. Comacho was detained and moved to the Thunderbird Motel, where she was placed in the rear seat of a patrol vehicle and later spoke with detectives.
I returned to room the Thunderbird Motel rm [REDACTED BY AGENCY] and assumed control of the crime scene log.
CCPD CID detectives, forensics, CID supervisor, patrol supervisors responded to the scene.
Once forensics and detectives were complete with crime scene processing, I removed the crimes scene tape and closed the crime scene log at 1354 hrs. I then secured the door to rm [REDACTED BY AGENCY].
The crime scene log was submitted to a patrol supervisor for review.

[NARRATIVE #2 on October 19, 2025]
On 10/19/2025 at approximately 1100 hours at 4015 Ogeechee Rd Apt [REDACTED BY AGENCY] (Thunderbird Motel), I responded lights and sirens to a shooting.
Upon arrival, I made contact with some of the SPD officers that were on scene and attempted to get video footage of the suspect. Before I could get any video footage, I went to secure the crime scene and begin the crime scene log. I passed over the crime scene log and crime scene to Ofc. Sherwin and went to Memorial Hospital to get in touch with the female that had been shot.
I arrived at Memorial Hospital at 1140 hours and spoke with, [VICTIM #1]. Ms. [VICTIM #1] stated that this morning around 0800 hours at the Thunderbird Motel in front of Apt [REDACTED BY AGENCY] she had got into a verbal altercation with, JOCELYN HERNANDEZ about Ms. Hernandez owing Ms. [VICTIM #1] twenty dollars ($20.00).
Ms. [VICTIM #1] stated that Ms. Hernandez had walked off after the verbal altercation. Ms. [VICTIM #1] stated that Ms. Hernandez had come back later and was banging on the window to apartment [REDACTED BY AGENCY] where Ms. [VICTIM #1] had been in. Ms. [VICTIM #1] stated that she went outside to see what was going on, observed Ms. Hernandez with a firearm in her hand.
Ms. [VICTIM #1] stated that everything had happened rather quickly, and she was unsure of how events occurred, but the next thing she knew, she had been shot, and Ms. Hernandez had taken off running. Ms. [VICTIM #1] stated that she had then gone back into apartment [REDACTED BY AGENCY] and called 911.
I stayed by the hospital room that Ms. [VICTIM #1] was in until CID responded.

[NARRATIVE #3 on October 19, 2025]
On October 19, 2025, while on uniformed patrol in the Chatham County area, I responded (with lights and sirens) to 4015 Ogeechee Rd (Thunderbird Hotel) in reference to a shooting call. My BWC was active. While en route, dispatch advised that the female suspect with burgundy hair had fled into the nearby woods.
Upon my arrival, I made contact with an on-scene officer and obtained general information about the suspect and her direction of travel. I then drove to Ogeechee Rd in an attempt to link up with other officers and observed a Savannah PD officer escorting a female subject in handcuffs from the wood line further down Ogeechee Rd. I took custody of the female subject, who had burgundy hair, grey tank top, burgundy/purple pants, and no shoes.
I advised the female subject that she was being detained then escorted her back to the hotel parking lot on foot. Without any questioning, the female voluntarily stated that she was from Florida, homeless, and had stayed at the hotel the previous night with a male because he had a bed. She further stated she was trying to get off drugs and get her life back together.
I remained with the subject until another officer arrived with a patrol vehicle. Prior to transferring custody to Ofc. Miller, I conducted a pat-down (using the back of my hand) to ensure she did not possess any weapons.

[NARRATIVE #4 on October 19, 2025]
On Sunday, October 19th, 2025, at approximately 1053 hours, I responded to a Shooting Call at the Thunderbird Motel, located at 4015 Ogeechee Road in the unincorporated area of Chatham County, Georgia.
Upon arrival on scene, I observed EMS personnel transporting the victim to the hospital while several officers were canvassing the area in an attempt to locate the suspect. I joined the officers in the search and began clearing the woodline facing Lane Avenue.
After approximately 15 minutes of searching, other officers and located a Hispanic female matching the description of the suspect provided by both the victim and bystanders. The female was later identified as Joyce Camacho. She was detained for questioning and escorted to my patrol vehicle.
I then made contact with the motel’s maintenance worker, later identified as [WITNESS #3] [REDACTED BY AGENCY] who also served as a witness. [WITNESS #3] stated that while he was working in one of the rooms at the motel at approximately 1039 hours, Jocelyn approached him and told him that she was going to shoot someone. [WITNESS #3] advised that after making this statement, Jocelyn returned to room [REDACTED BY AGENCY] where she resides. [WITNESS #3] positively identified Jocelyn as the same female who had made the threat.
Next, I made contact with the motel’s manager, later identified as [WITNESS #4] [REDACTED BY AGENCY]. [WITNESS #4] stated that there were security cameras covering the area of the incident and granted me permission to review the footage.
Upon reviewing the motel’s surveillance video, I observed the following:
- At approximately 1039 hours, Jocelyn was seen talking to [WITNESS #3], which was consistent with his statement, as captured on Camera #4.
- At approximately 1044 hours, Jocelyn was seen walking away with an unidentified male from the area of the incident.
- At approximately 1052 hours, Jocelyn was seen running from the direction of the crime scene, holding an unknown object in her hand. She momentarily slowed when she encountered [WITNESS #3], then continued running toward the woodline, passing by him. This footage was captured on Cameras #3, 4, 11.
Detectives arrived on scene and made contact with Jocelyn. At approximately 1236 hours, I transported Jocelyn, who remained detained, to the Chatham County Police Annex for an interview with detectives.
After Jocelyn’s interview with Detective Schott, he advised that he was done with Jocelyn and had Probable cause for her arrest. At approximately 1508 hours, I arrested Jocelyn and charged her with the following: Aggravated Assault, Possession of firearm during felony, Giving false name.
I handcuffed Jocelyn, checked for tightness, conducted a search of her person incident to arrest then placed her in the back of my patrol vehicle. I then transportedd Jocelyn to CCDC where I transfered her custody to the CCDC personnel

[NARRATIVE #5 on October 19, 2025]
On Saturday, October [19th], 2025, at approximately 1100 hours, while on uniformed patrol in a marked unit, I, Ofc. Pascoe, responded to a shooting at 4015 Ogeechee Road (Thunderbird Motel).
Upon arrival, I observed that officers were already on scene and rendering aid to the victim.
Once on scene, I instructed Ofc. Konan to block the north entrance to the motel due to the possibility that the suspect was still in the area. Ofc. Konan and I then made contact with the on-scene supervisor to determine where our assistance was most needed. The supervisor instructed us to canvass the wooded area behind the motel, as there were reports that the suspect may have fled in that direction.
The suspect description was provided through call notes, indicating the individual was a Hispanic female with burgundy hair, wearing a gray tank top and black shorts.
Due to the potential that the suspect was still armed, I retrieved my department-issued rifle (SN: WW251983) and proceeded into the woods to canvass the area. At approximately 1119 hours, Ofc. Sherwin advised that he had located a female partially matching the suspect description under the Ogeechee Road overpass near the motel, at a homeless encampment. The female had burgundy hair, was wearing a gray tank top, and burgundy joggers. The female identified herself as Joyce Camacho.
I later spoke with another individual at the encampment, identified as [WITNESS #2], who stated that Joyce had returned to the camp approximately 30 to 45 minutes prior to our arrival. Based on the matching description and timeline provided by [WITNESS #2], the decision was made to detain Joyce until detectives could speak with her. Joyce was placed in handcuffs by Savannah PD and escorted back to the Thunderbird Motel.
Upon returning to the motel, Joyce was placed in the rear of my marked patrol vehicle, where Detective Nobel and Detective Schott spoke with her. After their initial contact, both detectives decided it would be best to transport Joyce to the Chatham County Police Annex for a formal interview. Before transport, I switched out the Savannah PD officer’s handcuffs for mine, checking for fit and double-locking them.
Upon arrival at the Annex, it was determined that Joyce’s true identity was Jocelyn Camacho. Jocelyn was placed in a CCPD interrogation room, where I removed one of her handcuffs and secured her to the interview table. I remained at the Annex until Det. Schott advised me that Jocelyn was under arrest.
Ofc. Konan and I placed Jocelyn under arrest for the following charges:
Aggravated Assault
Use of a Firearm During the Commission of a Felony
Giving False Name or Date of Birth
I handcuffed Jocelyn, checked for proper fit, and double-locked the restraints. Jocelyn was then transported to the Chatham County Detention Center (CCDC) without incident, where jail staff took custody of her.
