On 10/25/25 at 1702, I was dispatched to 1 E Broughton St for a report of a disorderly person.

Upon arrival to 1 E Broughton St, the I Love Savannah Store, I met with the owners, Mr [WITNESS #1] and Mrs [WITNESS #2]. They described how an intoxicated man with a guitar in front of their store was acting in a disorderly and aggressive manner towards them by yelling, using profanity, and uttering racial slurrs. They described the man as short, 50 to 60 years old, carrying a guitar, and wearing a t-shirt, jeans, and a hat. To support this, Mrs [WITNESS #2] showed me a video on her cell phone.

In the video, I could clearly observe the man, later identified as John Blue, engaging in disorderly behavior by using obscene langauge in the presence of families and children passing by on the busy street, as well as leaving behind a mess of food items in front of the store. The owners said that they had told the man to leave, and he had refused until informed that they were calling the police. They indicated that he left on foot, travelling South on Bull St.

I departed to canvas the area for the man, and soon found him on a bench in Wright Square, roughly 250 ft from the store, with his guitar next to him. I asked him to provide identification, which he gave me. I questioned Mr Blue in regards to the incident, and if he had been drinking, which he admitted to while continuing to use vulgar language and directing several insults towards me. I informed him that he would be banned from the store, and radioed for another officer as backup. When a backup arrived, I read Mr Blue the ban form, and he signed it.

Mr Blue was placed under arrest. He was placed in handcuffs, which were checked for fit and double-locked. He was searched incident to arrest, and his belongings were logged into the SPD property room. Mr Blue was transported to the Chatham County Jail without incident and booked.

An AXON Community Request was sent to Mr [WITNESS #1] to upload the video Mrs [WITNESS #2] had shown me, and they made a copy of the ban form for their records.
