On 10/31/2025 at approximately 1815hrs I responded to [1100 BLOCK] E 67th St regarding a public indecency. I responded to this call in full police uniform and in a marked patrol vehicle.

Once on scene I spoke to the reporting parties/Hospital Security Officers, [WITNESS #1] and [WITNESS #2]. They stated that they were notified by an unidentified female who stated she was driving westbound on E 66th St when a male later identified as Johnny Simpson had pulled his pants down as she was passing.

Mr. [WITNESS #1] and Mr. [WITNESS #2] then went to the area of E 66th St/Ranger St when they observed Johnny Simpson walking westbound on E 66th St with his pants down and his buttocks exposed. They also stated that he was also fondling his genitalia as well with the front of his underwear still up and his hand inside of it. I was then shown a video and pictures that showed Mr. Simpson walking westbound on E 66th St with his pants down and buttocks exposed with his hand grabbing his groin area within his underwear which the frontside was pulled up. Mr. [WITNESS #2] stated to me that he had to tell some children who were walking in the general direction of Mr. Simpson while Trick-Or-Treating to turn around due to Mr. Simpson’s public indecency.

I then sent a community request to Mr. [WITNESS #1] for the footage to be submitted to evidence.com.

I then made contact with Mr. Simpson who had his pants up, but belt unbuckled. I then placed Mr. Simpson under arrest and in the back seat of my patrol vehicle after being searched as I informed him, he was being charged with public indecency. Mr. Simpson was then transported to CCDC where he was booked.

It is also documented that this will now be Mr. Simpson’s 3rd conviction within Chatham County alone of Public Indecency which was verified through the Chatham County Jail Records.
