On 03/12/2026 at approximately 2211 hours, I, Officer Solorzano, responded to 222 Drayton St in reference to a shoplifting report. I was in full uniform, operating a marked police vehicle, and was assigned as 25 CHARLIE 1.

Upon arriving on scene, I located a suspect matching the description provided at the corner of Drayton St and E Hull St. The suspect description was a Black male in his 50s, slender build, wearing a blue shirt and jeans. The individual I stopped was later identified as Mr. Joe Hooper. Mr. Hooper matched the description provided, and I proceeded to speak with him.

Mr. Hooper stated that he did not steal anything but was unable to provide further details. While speaking with Mr. Hooper, I detected a strong odor of an alcoholic beverage coming from his person. Mr. Hooper made several statements that did not correlate with the events reported by the store employees.

When I informed Mr. Hooper that he was being detained, he attempted to stand up and walk away. I immediately stopped Mr. Hooper and placed him in fit-checked, double-locked handcuffs. I then escorted him to my patrol vehicle. During this time, Officer Wise was speaking with the reporting party, Ms. [WITNESS #1].

Ms. [WITNESS #1] stated that Mr. Hooper entered the store and walked to the beer section. Ms. [WITNESS #1] advised that her coworker, Mr. [REDACTED], observed Mr. Hooper grab two beers and place one inside his pocket. Ms. [WITNESS #1] stated that Mr. [REDACTED] confronted Mr. Hooper and asked him to return the beer. Mr. Hooper initially handed back the beer he had in his hand. Mr. [REDACTED] then confronted Mr. Hooper again regarding the beer in his pocket. At that time, Mr. Hooper removed the beer from his pocket and placed it down before leaving the store.

Ms. [WITNESS #1] further stated that Mr. Hooper later returned to the store and again walked toward the beer section. Ms. [WITNESS #1] advised that they stopped Mr. Hooper before he reached the section, which caused Mr. Hooper to become irate and create a disturbance inside the store. Ms. [WITNESS #1] stated Mr. Hooper attempted to leave the store and she tried to stop him; however, Mr. Hooper was able to exit. Before leaving, Mr. Hooper yelled in her face and pointed his finger toward her.

Mr. Hooper was placed under arrest. During the investigation, it was discovered that Mr. Hooper had previously been banned from the Fancy Parker’s located at 222 Drayton St.

Mr. Hooper was transported to the Chatham County Detention Center and was booked at approximately 2300 hours.
