On 01/22/2026 at approximately 1215 hours, I (Ofc Blumenfeld) responded to CiCis Pizza (7400 Abercorn St) in reference to a subject that was apparently running around, weaving in and out of traffic, and screaming.

Upon arrival, I observed and made contact with the subject, who I immediately recognized as Justin Mercer, a subject who I have previously encountered several times due to similar calls where Justin was heavily under the influence of drugs. I also observed that Mr. Mercer was under the influence, and when I asked him what he took he stated painkillers. I spoke to the complainant who advised that Mr. Mercer was screaming, running through the parking lot, and at one point ran toward the complainant which caused him to briefly fear for his safety and call the police.

Based on Mr. Mercer’s behavior, I then placed him under arrest for Disorderly Conduct (OCGA 16-11-39) and secured him in handcuffs (fit-tested and double-locked). Mr. Mercer was then transported to Memorial and CCDC respectively without incident.
