On 01/22/2026 around 0928 hours I was in Reynolds Square attempting to recruit subjects for a substance abuse program. A conversation began with two unknown tourists from North Carolina. While making small talk with them we all saw the subject identified as Katherine Bishop with her pants down in the Southwest corner of the square backed up to a tree using the bathroom.
I ended the conversation and started walking towards her. I told her she was under arrest and to walk to my patrol car. It is known she has a disability she defines as Huntington Disease. She has a hard time balancing when walking. As I walked with her two other unknown citizens/ tourists thanked me for what I was doing. She walked to the bench and sat down wanting to smoke a cigarette. I told her this was not the time. This is where she had all her belongings to include food, blankets and other daily items.
I then placed her in double locked cuffs and took her to the patrol car.
She was charged with local ordinance of urinating in public, and urban camping.
A female officer was requested for a search incident to arrest which revealed nothing.
