On Wednesday, October 15, 2025, I responded to the report of a disorderly person. Upon arrival, I met with the complainant, who was identified as [VICTIM #1].

[VICTIM #1] stated that for months, there has been an individual, who was later identified as KENNETH COAXUM, who has stayed outside the SOCIAL APOSTOLATE building near his home. Coaxum yells and screams throughout the evening, getting confrontational and makes threats toward him.

Due to Coaxum’s behavior, [VICTIM #1] does not walk across the street near that area.

While speaking with [VICTIM #1], I heard yelling coming from outside the building. After checking around the area, Coaxum was the only one in the vicinity.

From speaking with Coaxum, he admitted to “Being loud”, as he was arguing with voices in his head.

I attempted to give him the option to leave the area and not return. Uninterested in that option, by explicitly stating he would come back and became more agitated. I determined to place Coaxum under arrest.

During the arrest execution, Coaxum tried to turn and move, and had to be held in place to allow handcuffs to be placed on him. Once the handcuffs were secured and double-locked, he was searched incident to arrest.

Coaxum was transported and booked to the Chatham County Detention Center without incident. Coaxum’s property was submitted to the Savannah PD Property Room for safekeeping.

16-11-39 “Disorderly Conduct”

“Acts in a violent or tumultuous manner toward another person whereby such person is placed in reasonable fear of the safety of such person’s life, limb, or health.”

Due to Coaxum’s behavior, [VICTIM #1] was fearful of going anywhere across the street in the area where Coaxum was. This was caused by his erratic behavior and verbal threats toward him.
