On 11/06/2025 at approximately 2352 hours, while in full uniform driving a marked patrol vehicle, Dispatch sent me to [1900 BLOCK] Delesseps Ave. for a 911 HANG-UP.
Initial Contact
When I arrived at the scene, I could hear a male’s voice talking loudly from outside the residence. I knocked on the door and Mr. KENNETH GREEN opened the door and invited us inside. He explained that the two had been arguing but the dispute never became physical. There was a broken television in the house, but he alleged it was broken weeks ago. I asked Ms. [VICTIM #1] if the dispute had become physical and she said it did. Mr. GREEN became visibly upset, so Ofc GORDON escorted him outside so that we could keep the peace and interview each party separately.
Victim Statement
Ms. [VICTIM #1] stated that a verbal argument began after she arrived home from socializing. While in the bedroom, Mr. GREEN was intoxicated when the verbal dispute began. He got out of his bed then grabbed her by the neck and began strangling her. He pushed her on the bed and said that he would kill her.
Out of fear and desperation, Ms. [VICTIM #1] began attempting to scratch his arms in defense. Mr. GREEN then let go of her throat and dragged her off the bed causing her to fall to the floor. He began dragging her out of the room, but she grabbed the bed frame to prevent him. Mr. GREEN then walked out of the bedroom. Ms. [VICTIM #1] stated that she called 911 from her phone then hid it so the operator could hear the commotion. She did not speak directly with the 911 operator out of fear for what he might do if he knew she was calling the police
She stated that she did not lose consciousness or soil herself, but the pressure was a 10 of 10 and her throat felt scratchy afterward. I did not see signs of patikia, but I did she a scratch on her neck that was starting to swell, and I could hear her voice was raspy. EMS was called to the scene for an evaluation. I photographed the injuries to Ms. [VICTIM #1] and uploaded them to Evidence.com.
Suspect Statement
I spoke to Mr. GREEN outside of the residence. Once again, he denied the altercation was physical. I examined his arms and saw a scratch on his right forearm. After telling him that I knew the altercation was physical due to the marks, he claimed that Ms. [VICTIM #1] scratched him when she tried to grab him. He claimed she must have scratched herself too. I asked Mr. GREEN if he had been drinking before the altercation began.
I observed his eyes were glassy and I could smell the odor of alcoholic beverage on his breath. Denied drinking alcohol and said he had recently used mouthwash; I odor was obviously not mouthwash. When I indicated that police officers were trained to detect signs of intoxication, he then stated that he had “a half of a half of a shot.” Given Mr. GREEN recanted multiple claims only after I indicated the evidence that he was not being truth, I reasonably believed he was attempting to be deceptive. I requested a supervisor to the scene; Sgt Foraker responded.
Probable Cause for Arrest
The following facts and circumstances led me to reasonably believe Mr. GREEN committed the following OCGA offenses:
Aggravated Assault
- Ms. [VICTIM #1] claimed he strangled her on their bed,
- Police and medical professionals observed visual and auditory signs of strangulation.
Terroristic Threats
- Ms. [VICTIM #1] claimed he threatened to kill her.
Simple Battery
- Ms. [VICTIM #1] claimed he dragged her off the bed after strangling her.
Conclusion
Mr. GREEN was placed in double-locked handcuffs checked for fit, searched incident to arrest, then secured in the rear of my patrol vehicle with his seatbelt fastened. While being secured in my vehicle, Mr. GREEN made a spontaneous utterance that the scratches were from “mutual combat” with Ms. [VICTIM #1].
I conducted a DVA Lethality Assessment with Ms. [VICTIM #1]; she screened into Safe Shelter, but she did not want us to call since Mr. GREEN was being arrested. I provided her with the CRN and instructions to obtain this report. Mr. GREEN was transported to Memorial Hospital for medical clearance prior to being booked into the Chatham County Detention Center.
