On Tuesday, December 24th, 2025 at approximately 03:34 hrs, I responded to 11520 Abercorn Street (Gateway Inn) for a disorderly person call.
The caller advised there was a male yelling at another male. The call notes advised that the caller was in danger. No other notes were provided.
Once on scene, I made contact with Ke’Qwaun Jenkins. He was standing outside of the front lobby of the motel. He appeared to be wearing a sweatshirt on backwards and nothing else. He had no pants on and his p*nis was exposed.
I glanced into the windows of the lobby and saw the Gateway Inn employee ([WITNESS #1]) waving for my attention and pointing at Jenkins.
I said hello to Jenkins and asked what was going on. He frantically explained that he and another male that he seeing were arguing. He mentioned that the other male locked him out of their motel room and the male left. Jenkins kept pacing back and forth and grabbing his face. He began swearing about “wanting my f*cking shirt” and grunting. He was speaking very fast and seemed to be under the influence of alcohol or drugs. I could not make sense of what he was trying to say but it seemed to be around being locked out and naked.
He then stopped and turned towards me. He began to walk in my direction, still angry about what was happening. He lifted up his sweatshirt, completely exposing his p*nis. He started to posture himself in an aggressive manner. Given his already bizarre behavior, he was also shrugging his shoulders upwards and squaring his body towards me. He was quickly raising and dropping his arms as he closed his distance. All while speaking in a loud manner. I announced for him to back up. At this point he did.
He turned away and walked back towards the lobby windows where Mr. [WITNESS #1] was located. He then shouted “let me get my stuff… let me get my stuff b*tch!”. I saw that he escalated more than he already was and moved inward to place him in custody for the Public Indecency and the Disorderly Conduct he was displaying. I told him to come to me as he was still yelling.
He then reached down to a nearby bicycle and picked it up. I began to grab him as he picked it up and started to slam it into the window of the business. He then stated “I’m going to break this mother f*cker” while he continued to slam it in the window. I announced for him to drop the bike. I grabbed one of his arms to gain positive control of him.
Sgt. Davey was on scene with me also moving in to grab him away from the window and bike. Sgt. Davey and I used muscling techniques to remove the bike from his possession and gain control of Jenkins. Jenkins was actively pulling the bike away from our control during this as well. We then used balance displacement techniques to lay him on the ground. There, we maintained positive control of him on the ground.
Jenkins appeared to stop resisting and allowed myself to place hand-cuffs on his wrists. Sgt. Davey escorted him to my Police vehicle and sat him in the rear. Jenkins began to spit in the back seat of my Police car. I used a “spit mask” to cover his face to stop him from spitting. While he was secure, I walked into the business to speak with [WITNESS #1].
[WITNESS #1] advised Jenkins did have a room at the Gateway Inn. However, the entire night Jenkins was in and out of his room, pacing around the business and causing a loud verbal disturbance. [WITNESS #1] advised he wanted him removed from the property as the disturbance occurred for hours throughout the night. He advised he then saw he was nude and walking around the property, at which point he called for Police. He also wanted him banned (Officer Good completed the ban-form) paperwork.
I returned to Jenkins and tried to speak with him. I asked him if he was okay. He stated no but did not advise why. He kept asking for chapstick. I asked if he was under the influence of any drugs or alcohol. He said yes, he was drinking and he was high on methamphetamine (meth). He then began yelling and screaming in the back of my Police car.
Cpl. Coleman arrived to the scene to conduct the response to resistance investigation involving Sgt. Davey and I.
Without wasting time, I transported Jenkins to Memorial Medical Center to be evaluated. He began unbuckling his seat belt, kicking the interior of the Police car, and screaming the entire ride there. I notified the medical staff about his state and they came out to my car to evaluate him. He was uncooperative with the staff and announced he wanted to kill himself. The doctor cleared him medically as best as he could without endangering himself or other staff.
From there, Jenkins pretended to be unconscious but then began yelling and screaming again. I notified the staff once more, they came out to check on him but he continued his loud boisterous behavior. Since being cleared, I transported him to CCDC where he was continuously yelling and kicking the seat. He unbuckled his seat belt once more and took off his spit mask. He was able to put his handcuffs to the front of his body.
I called CCDC booking about his behavior and had them prepare for his arrival at the sally port. CCDC staff assisted me in getting him into the jail. He was actively resisting and used his feet to climb up the walls of the intake area. CCDC deputies had to forcefully put him on the ground until he calmed down. From there, they took him into their custody.
He was charged with Disorderly Conduct, Obstruction by resisting, Public Indecency, and Criminal Attempt (Criminal Damage to Property in the 2nd Degree).
