Officer’s Narrative:

On 02/02/2026 at approximately 2312hrs I responded to E Victory Dr/Waters Ave regarding a hit and run motor vehicle accident. I responded in full police uniform and in a marked patrol vehicle.

Once on scene, I spoke with the driver of unit 2, [WITNESS #1], who stated that she was driving eastbound (White 2014 Toyota Prius VA TAG: [REDACTED]) on E Victory Dr in the right lane and was about to drive through the intersection of E Victory Dr/Paulsen St as she had the green light when a silver Ford Focus (GA Tag: [REDACTED]) came from the southern side of the intersection and made a right hand turn to head eastbound on E Victory Dr without stopping on the red light. She stated that she attempted to maneuver to the left lane but ultimately was struck in the front right side by unit 1’s front left side.

She stated that she followed the vehicle for a few blocks, thinking that the vehicle would stop, but it did not, so she pulled over and called 911 to report the hit and run. Another driver on the road stopped to ensure she was ok and stated they would try to locate the suspect vehicle. Ms. [WITNESS #1] did not have any information about the witness but did state that they saw the whole incident. At this point in time, I issued her a CRN card and advised her to contact her insurance company regarding this motor vehicle accident. She was also informed on how to retrieve a copy of the report. Ms. [WITNESS #1] did not state she had any injuries at this time.

I observed functional damage to the front right side of unit 2 as the vehicle’s front right fender was bent, which made the passenger front side door hit the fender when it opened. I also observed a distinct tire mark imprint on the front passenger door that scratched the paint, as well as a large dent.

I then was able to enter the suspect vehicle’s tag through GCIC/NCIC as it matched the vehicle description provided by Ms. [WITNESS #1]. The registered owner came back to Larry Wilson, whose most recent address was [1400 BLOCK] E 40th St. An assisting officer was sent to that location, where they located the suspect vehicle unoccupied in front of [1400 BLOCK] E 40th St. The suspect vehicle was located less than 20 mins after the crash occurred.

I then arrived at this location, where I observed minor damage to the suspect vehicle on the front left side. I observed white paint transfer on the fender. I also observed that the front left tire rim was scratched all around. I also observed white paint transfer on the outer part of the tire.

After multiple knocks at the residence with no answer, Larry Wilson finally answered the door wearing only underwear. He was then ordered to come outside after he put on clothes which he did. Immediately upon speaking to Mr. Wilson, I observed the smell of alcohol emanating from his breath. I also observed Mr. Wilson had bloodshot watery eyes and slurred speech. Throughout my encounter with Mr. Wilson, he displayed signs of confusion, recollection of events, a distorted sense of time, and could not control his bladder.

I then told Mr. Wilson to be honest with me and informed him of the motor vehicle accident. I informed him of the time, that it was 2345hrs/11:45 PM just before midnight. He stated that he doesn’t know what happened, but that nobody drove the vehicle tonight or today but him. He stated that only he and his girl stay within the residence and that his girl was not driving; he was. He stated he was driving about an hour prior (2245hrs), coming from Aqua Vitae Bar in Midway but later stated Midtown. It is observed the only bar by the name of Aqua Vitae is the Aqua Vitae Lounge that it located off of E 65th with the next street over being Paulsen St.

I then asked him if he accidentally hit somebody as I pointed out he had damage on his vehicle and we observed damage on the other vehicle involved. He stated that he didn’t notice that he hit anybody. He then told me that he’s not saying he didn’t, but if he did, that’s on him, not his girl. I asked if he had anything to drink tonight when he stated he got off work at approximately 1600hrs and that he was drinking around that time. He stated he had two Guinness beers. He stated that he left the bar around 2200hrs. Mr. Wilson stated to me as well that he did not drive with anyone else inside the vehicle.

I asked Mr. Wilson if he had been arrested in the past, which he stated 10 years prior, he was. I then informed him that we observed he was criminally charged with DUI and booked into the Chatham County Jail in 2024, but he could not recollect the event.

At this point in time, a Chatham County Sheriff’s Traffic Unit responded to assist. Sgt. Powers responded and conducted field sobriety tests as well as PBT for Mr. Wilson. I observed Mr. Wilson fail the field sobriety tests conducted and show signs of impairment. Mr. Wilson also could not provide the time when requested by Sgt. Powers stating it was 2300hrs even though I told him what time it was just prior to CCSO’s arrival.

I observed the PBT test showing that Mr. Wilson was at an estimated .132 BAC. Mr. Wilson also told Sgt. Powers that he had 3 beers and also stated that he had parked his car at his residence once after coming home from the bar and then drove once more to get cigarettes. Mr. Wilson was placed under arrest at this time as he was placed in handcuffs and placed in the back of Sgt. Powers patrol vehicle.

Mr. Wilson’s vehicle was then towed by Gordon’s Wrecker Service per PD’s request. Mr. Wilson was informed on how to retrieve his vehicle. Sgt. Powers then transported Mr. Wilson to Memorial Medical Center for medical clearance and a blood draw. Mr. Wilson then had his blood drawn, and Sgt. Powers took custody of the completed blood draw kit for submission.

Sgt. Powers charged Mr. Wilson with DUI Less Safe as he was provided a copy for his citation alongside his arrest form. I charged Mr. Wilson with Hit and Run, Driving W/ No Insurance, Driving W/ Expired Registration, and Driving W/ Expired License. Citations were also issued alongside his arrest form. Mr. Wilson was then transported to CCDC. While we were waiting for the doors to open in the sally port, Mr. Wilson stated he needed to pee. I informed him to wait 1 minute in which he stated he couldn’t hold it then proceeded to pee his pants. Mr. Wilson was provided with his citations, arrest forms, and tow receipt for his vehicle. Mr. Wilson was then booked into CCDC.
