On 02/27/2026, I, Cpl. Andrew Kinner [65583] was operating as a member of the SPD’s Eastside precinct, Patrol Division. I was utilizing a marked police vehicle, wearing my full police uniform with my issued badge clearly displayed. All events in this report happened within the City of Savannah, Chatham County, State of Georgia, unless otherwise noted.

At 1315 hours, I was conducting stationary patrol at Wheaton St. and Randolph St. I was approached by a white female in a vehicle. The female told me “There’s a guy beating someone at the bus stop.” I immediately went to investigate. At the same time, another concerned passerby called in a possible domestic in the same area. The call notes stated a male had beat a female unconscious. The suspect was described as a black male wearing an orange hoodie with black pants.

LASHAWA DOYLE CONTACT (SUSPECT)

I observed a male, later identified as Mr. Lashawa Doyle, matching the description walking west on Wheaton, a short distance from the bus stop. I asked if he was in a fight. Mr. Doyle told me “It wasn’t nothin.” I observed Mr. Doyle having an unsteady gait, swaying, and I smelled a strong odor of alcohol coming from his person When asked, Mr. Doyle told me he drank “a lot today” At that time, Officer Pack and his trainee arrived, informing me there was a female at the bus stop who was bloody and beat up. Mr. Doyle was detained in handcuffs.

I am familiar with Mr. Doyle, having arrested him before. While speaking with us, Mr. Doyle state he gave Ms. [VICTIM #1] $1 for a drink of whiskey and she voluntarily showed him her breasts. Mr. Doyle had no visible injuries.

[VICTIM #1] CONTACT (VICTIM)

I went to the bus stop and spoke to Ms. [VICTIM #1]. She told me Mr. Doyle is attracted to her. Today he began speaking to her, trying to convince her to begin a relationship. When Ms. [VICTIM #1] told him she did not want to be with him, Mr. Doyle began punching her in the face, knocking her to the ground. Ms. [VICTIM #1] would not give a straight answer on if she lost consciousness. I believe this was due to fear of having to go to the hospital. Ms. [VICTIM #1] has known mental health concerns which complicated our communication.

Ms. [VICTIM #1] had visible swelling on her face and a cut under her left eye. She refused treatment by EMS. Photos of her injuries were taken and uploaded to Axon Capture.

DISPOSITION

Mr. Doyle was arrested for the following:
O.C.G.A. 16-5-23 – Battery – For causing visible physical harm to another.
O.C.G.A. 16-11-39 – Disorderly Conduct – For acting in a violent manner towards another person, placing them in fear of injury.
O.C.G.A. 16-11-41 – Public Drunkenness – For being in a public place appearing intoxicated made manifest by his indecent actions. Actions severe enough to raise the alarm of multiple citizens.

Mr. Doyle was taken to Memorial Hospital for medical clearance. He was then lodged at the detention center.
