Officer’s Narrative:

On December 18th, 2025 at approximately 8:41 PM, I was dispatched to the Bull Street Library, located at 2002 Bull St in reference to the complainant advising he is being threatened outside the building. The complainant then advises he was just attacked. The call taker advised she heard a male in the background say, “I just punched you”, before the phone hung-up. The complainant then called back and advised the suspects are two intoxicated B/M’s, one wearing a blue shirt, in the front of the library. My body-worn camera was activated.

Upon arriving on scene, I observed a B/M wearing a blue shirt and another male yelling back and forth. Upon seeing my patrol car, the B/M wearing the blue shirt began walking NB towards the stairs of the Bull Street Library, while continuing to yell. When I cut the male off at the stairs, I realized there were two B/M’s and one Hispanic male all yelling at each other. When I asked them what was going on, the male in the blue shirt, later identified as Mario Lindsay, got close to me and began yelling at me stating, “You pulled up ASAP when a white person calls, if a black person calls, you ain’t gonna pull up”. I could immediately smell the odor of alcoholic beverage on Mr. Lindsay’s breath.

Mr. Lindsay then walked away and approached the Hispanic Male, who was later identified as [VICTIM #1]. Mr. Lindsay got very close to Mr. [VICTIM #1] and began repeatedly yelling, “F*ck You”, while pointing his finger in Mr. [VICTIM #1]’s face. The second B/M then got in between the two and tried to pull Mr. Lindsay away from Mr. [VICTIM #1], when Mr. Lindsay clearly throws a punch at Mr. [VICTIM #1] with his right fist, connecting with the left side of Mr. [VICTIM #1]’s face. Mr. [VICTIM #1] then yells that he would like to press charges.

I grabbed Mr. Lindsay by the sleeve of his t-shirt, but he took a step back toward Mr. [VICTIM #1]. I then pushed Mr. Lindsay back slightly and pulled out my department issued taser (ECW), pointing it at his midsection. I gave a loud verbal command ordering Mr. Lindsay to “Get on the ground”. Mr. Lindsay replied, “I don’t have to get on no ground”. I continued ordering Mr. Lindsay to the ground, while he walked back and forth, advising me that he does not have to get on the ground. I then ordered him to, “Get on the ground and put your hands behind your back”.

Mr. Lindsay advised that he would put his hands behind his back, but would not get on the ground. He then turned away from me and put his hands behind his back. I then detained him in handcuffs, escorted him to my patrol vehicle where he was patted down for weapons, and placed him in the back of my patrol vehicle.

Once back-up officers arrived on scene, I began speaking with the reporting party, [VICTIM #1]. Mr. [VICTIM #1] advised he was currently homeless and was sleeping outside of the Bull Street Library. Mr. [VICTIM #1] stated he stood-up to smoke a cigarette, when he witnessed the two B/M’s trying to fight another male. Mr. [VICTIM #1] advised Mr. Lindsay then approached him, but Mr. Lindsay’s brother was trying to get him to walk away from Mr. [VICTIM #1]. Mr. [VICTIM #1] advised he pulled out his phone and began speaking with 911, when Mr. Lindsay punched him in the face.

Mr. [VICTIM #1] advised he knows Mr. Lindsay and his brother from seeing them around, but has never seen them this drunk before.

Mr. [VICTIM #1] did not have any visible injuries and refused EMS.

Mr. [VICTIM #1] confirmed that he would like charges pressed against Mr. Lindsay for punching him in the face.

Mr. Lindsay was advised he was being placed under arrest and was searched incident to arrest. After being searched, Mr. Lindsay continued yelling at Mr. [VICTIM #1] and was refusing to get back into my patrol car. After asking and telling Mr. Lindsay multiple times to get back into the patrol car, officers had to have him sit down and pull him into the car from the inside of the vehicle.

Mr. Lindsay opted to leave his wallet and cell phone with his girlfriend, [REDACTED].

Finally, I transported Mr. Lindsay to CCDC where he was booked for Simple Battery (OCGA-16-5-23) for punching Mr. [VICTIM #1] in my presence (Incident captured on body-worn camera), Public Drunkenness (OCGA-16-11-41) for disturbing the peace and starting an altercation while intoxicated in public, and Disorderly Conduct (OCGA-16-11-39) for yelling profanities in a public area.

Mr. [VICTIM #1] was given a Case Report Number and was advised on how to request a copy of this report.

Captain Talley, Lieutenant Lewis, and Sergeant Korte all responded to the scene.
