On 08/04/2025 at approximately 0030 hours, I was dispatched to [100 BLOCK] W 31st Street in reference to a ShotSpotter activation.
Upon arrival, Officer Chereubin and I made contact with an anonymous caller who reported hearing multiple gunshots, one possibly from Whitaker Street and another from Bull Street. The caller was unable to provide specific details regarding the incident.
We began canvassing the area and eventually proceeded to [100 BLOCK] W Anderson Street, where we observed a building currently under construction. We dismounted our Savannah Police patrol vehicle and proceeded to check the rear of the building near the lane.
While searching for potential suspects, I heard movement coming from a portable restroom located behind the structure. I alerted Officer Chereubin, and we approached the restroom. We knocked on the door and gave verbal commands for the occupant to exit. A male, later identified as Mr. Mark Carter, exited the portable toilet.
Mr. Carter stated he was homeless and using the facility to sleep. During a search of his belongings for officer safety, a backpack was found containing miscellaneous items, including a substance later identified as methamphetamine. Mr. Carter was immediately placed under arrest, searched incident to arrest, and secured in the rear of our patrol vehicle. Also, during the search we found a 9mm Smith and Wesson Magazine which prompted a more detailed search of the portable toilet, the construction building for a possible hand gun but we were unable to locate a gun.
Further inspection revealed additional methamphetamine concealed in a foil wrap. The total weight of the suspected narcotics was 2.37 grams. The substance was field tested and returned a presumptive positive result for methamphetamine.
Mr. Carter’s information was run through NCIC/GCIC, which showed no active warrants. However, a check through Phoenix returned a possible warrant. It was determined that Mr. Carter is currently on probation, and his probation officer would be notified in the event of a violation.
During transportation to the CCDC, Mr. Carter admitted to using crack cocaine and stated he is currently homeless and has a reason to tbe in the portable toilet.
A case report number was generated and forwarded to SPD Records for documentation and notification of the probation officer. Mr. Carter was transported to the Chatham County Detention Center without incident for booking.
Mr. Carters belongings were logged into evidence room for safe keeping and pictures of the evidence to include possitive test pictures were taken and uploaded via axon.
