On 12/27/25 at 1053 I was dispatched to [SINGLE DIGIT BLOCK] Newell St. for a domestic. I was working as 22C1 in full uniform and in a marked patrol car.

When I arrived, I was met by [VICTIM #1]. She lives at the address. Her grandson Mark James was on scene. They have lived together in the past at the address. Mr. James was trespassed in October 2025. Also on the scene was [VICTIM #2]. He is a friend of [VICTIM #1].

Ms. [VICTIM #1] told me that Mr. James does not live at the address. She knows that he is struggling with homelessness and allowed him to come into the home for a shower. Once he came into the home, he started acting erratically. He was yelling and telling her that she was trying to get him. Ms. [VICTIM #1] is 81 years old and had no idea what he was talking about. She called Mr. [VICTIM #2] to get Mr. James out of her home. She told him multiple times to leave.

Mr. [VICTIM #2] arrived and tried to get him out of the home. Mr. James took Ms. [VICTIM #1]’s phone because he still thought she was trying to get him. He pushed her down, and her lip started bleeding. Then Mr. Jams grabbed Mr. [VICTIM #2] and tore his shirt. Also, he had marks on his arm and scratches on his arms. Mr. [VICTIM #2] said he was trying to get Mr. James out of the home and stop him from hurting Ms. [VICTIM #1]. Mr. James got out of the home and was in the roadway when I arrived. I took pictures of Ms. [VICTIM #1] and Mr. [VICTIM #2] and uploaded them to AXON.

I then went to Mr. James and attempted to arrest him. When I went to grab him, he started backing away. I grabbed onto his right arm. Other officers also grabbed him and attempted to place him under arrest. Mr. James was trying to pull away the other officers and me. I assisted in taking Mr. James to the ground. I had his right arm behind his back. I continue to tell him that he was under arrest and move his arm behind his back. He continued to try to pull his arm away from me. I also placed my right knee on his hamstring to gain compliance because he was twisting his body to try to break free. Eventually, other officers were able to get his left arm behind his back. I then handcuffed him behind his back. I then escorted him to my patrol car and put him in the back.

While officers were trying to arrest Mr. James, Officer St. Jacques sustained an injury to the back of his arm. I had EMS respond for Ms. [VICTIM #1] and Mr. James. EMS cleared both of them. Sgt. Hunt also responded to the scene.

I then transported Mr. James to Memorial Hospital. Once he was cleared by the hospital, I transported Mr. James to CCDC, where he was booked. Mr. James was arrested for battery, elder abuse(DVA), and felony obstruction. I gave Ms. [VICTIM #1] a CRN card.
