While on uniform patrol in the City of Savannah on December 2, 2025, around 6:10 PM, I responded to Е. Anderson Street and Waters Avenue regarding a passenger on Chatham County Transit bus #[REDACTED] (CAT bus) threatening another passenger.

I arrived on scene shortly after Officer Van Bramer. As I walked up to the CAT bus (GA tag: [REDACTED]), I observed Officer Van Bramer at the back of the bus, with what appeared to be an individual’s leg slightly lifted. I entered through the side door of the bus, and then observed a black male, later identified as Marshall Black, lying on the bus floor, unresponsive. Mr. Marshall was lying partially under the seats on the bus. Officer Van Bramer was attempting to roll Mr. Marshall over to his back and get him from underneath the seats because he would not respond. At this point, I began to help Officer Van Bramer. I could immediately tell that Mr. Marshall was tensing his body, trying to prevent us from moving him. Mr. Marshall’s eyes were shut, but as we attempted to move him or get him to respond, I could see him squinting them tighter.

After numerous verbal commands and the way Mr. Marshall was tensing his body, we opted to put him in handcuffs before having to carry him off the bus. Officer Van Bramer took control of his right arm, and I grabbed his left arm. We sat Mr. Marshall up and began to put his arms behind his back. Mr. Marshall began to resist more by continuing to tense his body, he was pulling his arms away, and would not comply with our commands.

Another officer arrived on scene, and we were able to gain positive control of both of Mr. Marshall’s arms, and he was placed in handcuffs. We attempted to stand Mr. Marshall up, but he would not. So, we had to carry him off the bus by one officer grabbing his lower body and another grabbing his upper body. We were able to successfully get him off the bus and placed him on the ground beside the bus. Mr. Marshall still did not want to sit up or respond.

Other officers stood by with him while I spoke with the bus driver and the reporting party, [WITNESS #1]. Ms. [WITNESS #1] stated that around 5:30 PM, at Olgethorpe Mall, Mr. Marshall got on the bus and sat towards the back. Ms. [WITNESS #1] explained that he made a few comments when he got on the bus, but he did not cause any problems originally. When she stopped at Waters Avenue and E. Anderson Street to let passengers off, Mr. Marshall moved to the center of the seat and stated that he would slap the “fu*k” out of anyone. This is when Ms. [WITNESS #1] asked Mr. Marshall to get off the bus, and he refused and told her to take him to his grandmother’s house. Ms. [WITNESS #1] asked again, but he still refused. Mr. Marshall turned to another passenger and began arguing back and forth. Ms. [WITNESS #1] heard Mr. Marshall threatening this passenger. Ms. [WITNESS #1] stated that the passenger told her that she did not want a report for the incident and left the scene before officers arrived.

All other passengers also left the scene before officers were able to speak with them.

I then spoke to [WITNESS #2], CAT bus supervisor, who stated that their Security Officer, [REDACTED], would be pulling the security footage, which shows the incident from the bus, in the morning. She provided me with an email to send an Axon Capture link for the video to be uploaded to Evidence.com. Ms. [WITNESS #2] also stated that they would like to ban Mr. Marshall from all CAT buses. A Criminal Trespass form was filled out, and a copy was given to them for their records.

I then went back to the officers standing by with Mr. Marshall. At this point, he was speaking and agreed to stand up and walk to a marked patrol vehicle, where he was placed in the back seat.

Due to Mr. Marshall’s heavily intoxicated state, EMS arrived on scene to medically observe him. They did not show any concern for Mr. Marshall’s state.

Mr. Marshall was placed under arrest for O.C.G.A. 16-11-39, Disorderly Conduct, for threatening to slap people in an abrupt manner with multiple people around and disrupting the CAT bus services. He was also placed under arrest for O.C.G.A. 16-11-41, Public Drunkenness, for appearing to be in an intoxicated state while yelling and threatening individuals on the bus, causing chaos.

Officer Van Bramer transported Mr. Marshall to Chatham County Detention Center (CCDC), and I followed behind him. While waiting to go into CCDC, Mr. Marshall was yelling absurd comments. He asked repeatedly why he was going to jail, and we explained each time, but he would continue to just yell that we did not know what we were doing, along with other things. CCDC staff also had to ask him multiple times to stop yelling and do what they asked. He was eventually booked.
