On Friday, September 12th, 2025 at approximately 02:34 hrs, I responded to [10700 BLOCK] Abercorn Street #[REDACTED] (Ascend Apartments) for a sex offense in progress.
The caller advised a black male in a yellow t-shirt was outside of their apartment flashing his p*nis and trying to gain entry into the apartment.
Once I got to the scene, I observed the front window to the apartment had the screen taken off and was inside of a bush (directly in front of the window it belonged to).
I knocked on the apartment and made contact with the two victims, [VICTIM #1] and [VICTIM #2]. Both appeared to be in fear as their eyes were wide and their voices were trembling. They asked if I spoke Spanish at which point I responded and told them I did not. However, Officer Monexant was on scene with me and could translate.
Per Officer Monexant’s translation, both victims advised a black male with a yellow t-shirt and gray pants walked up to their back porch. The male entered the fenced in area of the apartment and began knocking on the back sliding glass door. This caused panic as one of the victims screamed. This gained the attention of the other who also observed the male at the back door.
They observed the male walk around the apartment and approach their unit from the front door area. The victims explained the male then approached the window, pulled off the screen, and made attempts to open the window. One of the victims lunged forward and quickly locked the window.
The male then backed up, pulled his pants down and exposed his p*nis. He then grabbed his p*nis with one hand and began mast*rbating while looking at the two women through the window. At that point, he then walked back to the back door and stood on the back porch again. Lastly, he returned to the front and began mast*rbating a second time. They called for Police and hid inside their apartment
The victims stated to Officer Monexant that they were in fear of the male breaking in and raping them. They advised it seemed he had no interest of stealing anything as he ignored their property on the porch. The victims explained it seemed his sole purpose was sexual in nature given his disturbing acts.
Officer Langley announced on the radio that he located a subject leaving the complex on foot in a yellow shirt and gray pants. He detained the subject, Martel Harris, and drove him over near where we were located. Officer Monexant translated to the victims if they wished to assist us in getting a positive identification on the male. The agreed and came to one of our Police cars. They sat in the rear of the Police car (tinted windows to conceal their identifying) and were driven by Martel Harris. During this show up, both [VICTIM #1] and [VICTIM #2] advised that Harris was in fact the subject they called the Police on.
The victims wished to press charges on the subject.
At that point Harris was under arrest for Criminal Attempt (Burglary). He made a substantial step (an overt act) in attempts of opening the window to enter the residence without authority. He was also charged with Peeping Tom for peering into the window and a door on the premise of another (invading the privacy of the persons inside). He was charged with Public Indecency or exposing his p*nis and fondling it while staring at them. And lastly he was charged with Loitering/Prowling for being at the Ascend Apartments during a time that is unusual for law-abiding individuals.
I Mirandized Harris and he agreed to speak with me. He denied doing any of the acts described but advised that he did not live at the Ascend Apartments. This admission further strengthened why he should not be there in the first place. He advised he was walking through to get to the Suburban Extended Stay. He then switched his story and said he was going to the Lory Apartments (two completely different properties no where near each other).
Officer Langley searched him incident to arrest and transported him to CCDC.
I issued the victims a CRN. Officer Monexant completed the interview with them.
