On 03/07/2026 at approximately 03:22 I was dispatched to E Congress St and Drayton St to assist other Officers responding to a fight. When I arrived closer to the scene, multiple people were stating it was on the second floor of the parking garage located at 115 E Congress St. I parked my patrol vehicle and when I exited the vehicle, I could hear screaming from a large group of people on the second floor.
I ran upstairs and observed numerous Officers trying to breakup a large group of males and females in the middle of the parking garage. The group appreared to still be in some sort of verbal dispute with one another, and I observed multiple males shoving and grabbing one another. I moved towards three individuals closest to me, one of which I observed shoving another male. I stood between him and one other male instructing them both to back up and give the Officers space to work.
One of the males later identified as Mr. Marvin Fields, got within a foot of me and began balling up his fist and taking a fighting stance, all while saying repeatedly, “Don’t you f*cking touch me, you’re not gonna tell me what to do.” I continued to instruct him to back up even as he protested and said he wanted to go over to his friend where Officers were still trying to secure the scene. At one point, one of the other males began to push Mr. Fields back and tried to calm him down, which made Mr. Fields escalate even further by shouting more obscenities as he continued to push back against his friends restraint.
During this time, I observed Officer Martinez walking towards my direction. As I looked to see where more help was needed to break up the fight, I saw Mr. Fields circle around me trying to evade me and get back to the group. I flagged Officer Martinez and said that Mr. Fields was not listening to my instructions and that I needed to keep him back for Officer safety.
Officer Martinez began to detain Mr. Fields, and that’s when I saw him beginning to flex his arms and push away from Officer Martinez. I assisted in securing him, but Mr. Fields began to push away from our hold, locking his arms and not obeying instructions to put them behind his back.
I came around and secured Mr. Fields right arm, placing it behind his back while Officer Martinez was able to secure and get handcuffs on his left arm.
Once we finally had him in handcuffs, he was placed under arrest. While conducting an initial search incident to arrest, a Glock 10MM pistol was found in Mr. Fields waistband. I contacted records and ran the serial number of the gun which came back without incident.
Mr. Fields was transported to Chatham County Detention Facility (CCDC) where he was booked for Obstruction OCGA 16-10-24, and Disorderly Conduct OCGA 16-11-39.
I then took the gun, holster, magazine and 10 live rounds over to the property room at 78 Ross Rd and properly logged all of the items in safekeeping.
I generated a case report number and my body camera was activated, but died while transporting Mr. Fields to CCDC.
