[NARRATIVE #1 on December 09, 2025]

On December 9, 2025, while on patrol of 7306 Ga-21 (Food Lion), Port Wentworth, Chatham County, Ga I observed a silver Nissan ([REDACTED]/GA) parking in the front of business in a clearly marked and posted fire lane.

I activated my emergency lights pulling behind the vehicle. On further investigation it was observed that no one was inside the vehicle. After waiting approximately 10 mins without the owner of the vehicle I entered the Food Lion and had one of the employees call over the intercom for the owner to come to the vehicle or it was going to be removed from the fire lane. I then returned to my patrol vehicle.

After some time, the driver identified as McKayla Hamm and owner [REDACTED] and a juvenile exited the store. Hamm stated she was the driver and parked the vehicle to go inside the store. I asked for her driver’s license which she gave me without incident. I returned to my patrol vehicle running Hamm through GCIC/NCIC and received notice that she had a warrant from Bulloch County, but they would only pick up in Statesboro, Ga. I returned to the vehicle and issued Hamm a citation for parking in a fire lane. Hamm at first refused to sign the citation but after explained the law she signed. Hamm was then informed about the warrant and explained she needed to get that fixed.

Hamm then snatched the citation from me along with her driver’s license and yelled, “f*ck you.” At the time juvenile 1 had entered the back seat of the vehicle and there were several bystanders walking in the parking lot to and from the store. Hamm then put the vehicle in drive and sped off cutting in front of a blue Nissan ([REDACTED]/GA) causing the vehicle to brake and the driver hit his horn. There was also an employee with a shopping cart walking into the store. I then activated my emergency light following the vehicle and requesting other units. Hamm was driving in a manner and disraguard that not only put herself in danger but also juvenile 1 and other motorists and bystanders in the parking lot. Hamm pulled the vehicle into a parking spot.

I exited my patrol vehicle and gave clear verbal commands for Hamm to exit the vehicle. Hamm refused to exit the vehicle I requested the units to step it up (run lights and siren) while giving Hamm several more verbal commands of the vehicle. Hamm continued to yell and shot profanity from the vehicle refusing to exit the vehicle. Hamm finally exited the vehicle, and I instructed her to stand in the front of my patrol vehicle till back up units arrived. Hamm continued to yell profanity after I told several times that she would need to watch calm down and stop cursing or she would receive a disorderly conduct charge.

Ofc. Reeves arrived and Hamm was placed under arrest, handcuffed tightened to fit; while trying to double lock the hand cuffs Hamm began to pull away and throw her body around, she was escorted to my patrol vehicle and placed inside. Due to her getting upset after telling her she was being charged with reckless driving and obstruction. Hamm was instructed to get inside the vehicle and began yelling again and threatened to spit on me. When Hamm began saying that the handcuffs were too tight, and I informed her that I was unable to double lock them due to her pulling away and throwing her body around that I would come adjust them.

While I was speaking with [REDACTED], I could see Hamm grabbing handcuffs and making them tighter on my backseat camera. Hamm was taken out of the vehicle, and her handcuffs were adjusted to fit and double locked, and searched incident to arrest. Hamm was placed back inside my patrol vehicle. Where she was buckled in and glasses placed on her face.

While conducting paperwork Hamm unbuckled herself and began banging her head on the rear window bars. To not cause injuries to Hamm informed Sgt. Gonzales that she was banging her head. Sgt. Gonzales explained to Hamm that she needed to stop hitting her head. He shut the door and Hamm began to hit her head again.

Sgt. Gonzales and Lt. Hinely opened the door and placed the seatbelt on Hamm with the shoulder strap and locking it to not cause further injury. When Sgt. Gonzales closed the door, she then began to throw her body against the door. Sgt. Gonzales opened the door and began giving instructions to Hamm. Sgt. Gonzales delt with Hamm while getting paperwork done. While getting paperwork completed to leave Sgt. Gonzales informed me that Hamm was kicking and trying to head butt him and to charge Felony obstruction by offering threats and violence towards him. Hamm verbally admitted to using her knee to hit Sgt. Gonzales.

Sgt. Gonzales was able to get Hamm to refrain from hurting herself and paperwork was completed. Hamm was transported to Chatham County Detention Center where she was released to Deputies. Hamm received citations for parking in the fire lane and reckless driving, and a subpoena for disorderly conduct and felony obstruction. The vehicle was released to the owner at the scene.

During the interactions my BWC had died. My dash camera and interior camera were active during the interactions with Hamm.
