On 10/24/2025 I responded to 211 W River St for report of an intoxicated male “swinging” at passerby. Upon my arrival I located the individual, later identified as Mr. Lambert, Michael Wayne. He addressing a group of people and had his fists clenched and had taken a fighting stance. Once he saw me he stumbled away. I called him to me and he stumbled back. He was obviously highly intoxicated, which was made obvious by his stumbling, slurred speech, in ability to hold himself up when standing still, and falling over moments after telling me that he would not.
Mr. Lambert eventually complied with my order to sit on the park bench and relax. Speaking with him he admitted to consuming “5 beers and 2 shots” after speaking with him for a moment and noting his obvious high level of intoxication I requested EMS respond to the scene to evaluate him. While awaiting for EMS Mr. Lambert’s condition seemed to worsen made obvious by his speech becoming more slurred, he could not sit up straight, and he became more unable to follow the conversation and kept telling me to “just arrest me” despite me stating several times that I had no reason to.
Once EMS arrived Mr. Lambert was not very cooperative with them and suddenly stood and lunged at myself and EMS. I was able to take hold of his arms and at this point I placed him in handcuffs.
I charged Mr. Lambert with Public Intoxication (16-11-41 OCGA) and Disorderly Conduct (16-11-24 OCGA). I transported him to CCDC. While en route he made several comments about how I should “have just gave me a ticket” or “let me go on my way”. Once at CCDC Mr. Lambert walked, under his own power, into the sally port. Once inside he slid to the ground and refused to get up.
When the guard and myself attempted to stand him up he would pick his legs up off the ground or suddenly allow his body to go limp to prevent us from bringing him to a standing position. The intake nurse stated “if he can’t walk in under his own power he has to go to the hospital”. Mr. Lambert immediately stiffened his legs and braced himself to prevent us from walking with him. He then hooked his left leg around my right in an obvious attempt to stop us from walking.
I explained to him if he did not cooperate he would also be charged with obstruction. When I told him that he need to walk he stated “oh can I?” and “you could have just gave me a ticket”. CCDC refused intake and required I take him to Memorial Hospital for clearance. When I attempted to get Mr. Lambert back into my patrol vehicle he allowed his body to go limp and refused to follow lawful orders to get into the vehicle. When he would begin to slide down out of the vehicle would use his legs to brace himself from falling making it obvious he was able to control his body and get into the vehicle. Another Officer had to assist me in getting Mr. Lambert into the vehicle.
Once at the hospital he continued the same behavior requiring a wheelchair be brought to get him inside. Medical staff made it clear that he was intoxicated and not in any real distress, however, ran blood work and gave IV fluids. Mr. Lambert was cleared and released with clearance.
I transported him back to CCDC with and additional Charge of Obstruction (16-10-24 OCGA)
He was booked into CCDC without further incident.
