On 07/09/2026, at approximately 0137 hours, while on uniform patrol in Port Wentworth Chatham County, I was dispatched to [100 BLOCK] Commonwealth Avenue in reference to an overdose.

While enroute to the address, I read the call notes that stated a 36-year-old male had overdosed at the location, possibly on fentanyl and was not breathing.

Upon arrival I contacted a resident, [WITNESS #1], who stated the male subject, [WITNESS #2], may be in a shed in the back yard. The shed was locked by a pad lock from the outside. [WITNESS #1] then allowed me to enter the residence to search for [WITNESS #2]. [WITNESS #2] was not in the residence.

I was then advised via radio by Officer Tucker, who contacted the complainant, Montgomery Newcity, who said the overdose may have occurred on Coleraine Drive in a peach color house with a screened in porch. I contacted [WITNESS #3] at [100 BLOCK] Coleraine Drive who stated no one at the residence had overdosed. [WITNESS #3] said he did receive a text message from Newcity, who he has not spoken to for a while, saying “your house is next” with an emoji with hands shaping a heart. Another text message saying, “I don’t want yall to od on Meth” and a last text message saying, “Sorry you played with me and have to face the consequences”. [WITNESS #3] stated he has known Newcity to use Xanax, and if she does not get Xanax, she will act out. [WITNESS #3] also stated he knew Newcity had a physical altercation with [WITNESS #2]’s family earlier this week, see case number 260707033).

After speaking with [WITNESS #3] and confirming an overdose did not occur at the location, I was advised via radio by Sgt. Siar that she contacted [WITNESS #2] via phone and he was at the intersection of Crossgate Road and Gordan Street. I contacted [WITNESS #2] at [800 BLOCK] Crossgate Road who stated he has not used any drugs tonight and is not in need of medical attention. [WITNESS #2] said he has been at [800 BLOCK] Crossgate Road since 0000 hours on 07/09/2026. [WITNESS #2] further stated he has not spoken with Newcity today. [WITNESS #2] then showed text messages from Newcity showing her say “I’m going to kill myself I need them”, “Nothing???”, and “Answer me or I’ll have the police at that garage”. [WITNESS #2] did not respond to Newcity.

I then contacted Newcity at [100 BLOCK] Turnberry Street who stated she was on the phone with [WITNESS #2] and heard him gargling. Newcity said she thought he was overdosing and contacted 9-1-1. Newcity showed a snapchat audio call of when she claimed she spoke with [WITNESS #2]. The name on the call was an emoji of a bag of cash. I asked Newcity about the text messages to [WITNESS #2], and Newcity said she did not want to kill herself or anyone else.

I determined Newcity made a false report to 9-1-1. I placed Newcity in double locked handcuffs tightened to fit behind her back. Sgt. Siar conducted a search incident to arrest where no items of note were located. A rear seat contraband check was completed on my vehicle prior to Newcity being placed inside and secured with a seatbelt. I then transported Newcity to the CCDC and turned her over to CCDC personnel without incident. Photographs of the text messages she sent to [WITNESS #3] and [WITNESS #2] were taken and uploaded to the report.
