Disorderly Conduct on 8 March 2026 at Approximately 03:00 Hours:
On the above date and time, I was assisting with crowd management in the entertainment district of downtown Savannah when I observed a fight beginning to develop on W Congress Street near Barnard Street. My body-worn camera captured my involvement.
I observed two groups of individuals engaging in a verbal altercation. I observed one white male, Nathan KOCH, being held back by a white female while another black male was being held back by a black female. The two males appeared to be engaged in an argument that threatened physical violence as they yelled at each other.
I could not hear what was being vocalized due to the noise from the large crowd. I then observed the black male lose his balance as he attempted to lunge at KOCH. I stepped between the two males as an effort to prevent physical violence from occurring. I tried to disperse the two groups, but KOCH continued to provoke the other party.
I then withdrew my OC spray and aimed it at KOCH to obtain his attention. KOCH stopped antagonizing the other group and focused on me. KOCH began making petty threats towards me as a white female, later determined to be his wife, attempted to push him away from the altercation. I observed KOCH to have a smirk on his face, his shoulders tensed, and his fists clenched as he stared at me. I holstered my OC spray to mitigate the risk of also exposing myself to its effects. I followed KOCH as his wife continued to push him to prevent an altercation.
I decided to arrest KOCH for OCGA: 16-11-39: Disorderly Conduct after hearing him repeatedly yell “n*****” while amongst a large crowd. I grabbed KOCH’s right arm and felt no resistance. I then escorted KOCH through the crowd and towards other law enforcement officers. I told KOCH to get on the ground and he complied. KOCH then began to provide resistance by tensing his muscles and resist his arms being moved behind his back, but we still managed to secure him in handcuffs. KOCH continued to yell racial slurs during this process.
He was searched incident to arrest and secured in the backseat of a law enforcement vehicle.
I returned to KOCH after dispersing the remaining crowd. I was beginning to offer KOCH a City Ordinance in lieu of going to jail, but he began yelling the same racial slurs and using profanities while kicking the backseat of the law enforcement vehicle.
KOCH was arrested for OCGA: 16-11-39: Disorderly Conduct and OCGA: 16-11-41: Public Drunkeness. He was then transported to CCDC by Officer Fears.
